After the notices and ballots are printed and addressed, they will <br /> be mailed, pursuant to the California Constitution and the Government Code, to all property <br /> owners in the proposed district with a proposed assessment. <br /> Throughout the balloting,SCI will also field and respond to property owner inquiries,will research <br /> and confirm new owners that are not reflected on the official county property ownership records, <br /> and will issue replacement ballots as needed. We will also prepare resolutions, documents and <br /> information for the public hearing, and will assist the City and its legal counsel with responding <br /> to property owner testimony at the public hearing. At the close of the balloting period, at the <br /> public hearing,SCI will assist the City clerk,the official tabulator,with the tabulation of the ballots <br /> received, and will assist with the preparation of the ballot results to be announced at the Council <br /> meeting. <br /> 5.)STAFF REPORTS AND RESOLUTIONS AND 6.)CITY COUNCIL MEETINGS <br /> SCI will prepare all resolutions, the notices of public hearings and agenda reports, and other <br /> supporting documents, and attend City Council Meetings for the rate adjustments to Windsor <br /> and Bonde Ranch. <br /> PROJECT ORGANIZATION AND KEY PERSONNEL <br /> If selected for this project, John Bliss, President of SCI, would serve as the Assessment Engineer <br /> of Record and principal-in-charge of the annual levy administration. Jerry Bradshaw would serve <br /> as the day-to-day project manager and levy administrator. He has 15 years of experience in this field of <br /> expertise. Moreover, John is a recognized expert assessment engineer and Proposition 218 <br /> compliance specialist who has served as an expert witness and technical authority.
