• Roofs and Parapets: Slope and planes. The 2012 Housing DG establish only
guidelines regarding roofs and parapets. The proposed amendments establish two
standards: (1) multifamily development up to 40 feet in height provide a roof sloped
greater than 3-inches to 12-inches at the perimeter of the building and these sloped roof
areas must be provided at a minimum length of at least 60 percent of the length of the
building perimeter; and (2) roof planes must be subdivided to correspond to variations in
building massing with use of bays, gables, dormers, and strong eave elements.
• Materials and Character: Inside corner. "Materials and character" is another topic
where the 2012 Housing DG provide only guidelines, and the proposed amendments
seek to establish standards, while also maintaining some guidelines. The proposed
amendments would require that changes in building wall material or color occur at
inside corners (instead of side corners). A diagram to illustrate an inside corner has
been added.
• Materials and Character: Trim/architectural molding and high-quality materials. The
standards would require trim and architectural molding to be made from a different
material than the surrounding wall. Secondly, high-quality materials such as brick,
stone, masonry, tile, and architectural panels would be required for at least two percent
of the total exterior area of all exterior facades and for at least 20 percent of ground-
floor exterior facades.
• Mixed-use and Live/work Active Frontages: Visibility. The proposed amendments would
add a requirement of mixed-use storefronts to be glazing for a minimum of 75 percent,
allow up to 20 percent of the cumulative window area to be frosted or fritted, require that
the average window sill height not exceed two feet from adjacent grade; and require
that interior partitions greater than four feet in height be setback at least 10 feet from
exterior glazing.
• Form, Proportion, and Scale: Significant architectural element. The 2012 Housing DG
include a section called, Gateway Corners, that includes design guidelines related to
buildings located on, for example, the corner of two public streets. This section is
proposed to be called, Form, Proportion, and Scale, and would establish a standard that
would require buildings provide a "significant architectural element4" when located: (1)
at the corner of two public streets; (2) at any terminus of a paseo connecting to adjacent
properties; and (3) at the terminus of a viewshed extending greater than one block
beyond the limits of the project site.
• Building Signage: Type of signage. The proposed standard would prohibit box signs
and backlit signs and require that interior signage obstruct no more than 20 percent of
window area.
• Compatibility with Surrounding Development: Development guidelines. The 2012
Housing DG include guidelines regarding compatibility with surrounding development.
4 Defined in the proposed glossary as: (1) a corner tower or elevated corner roof volume that is at least five feet
taller than the adjacent building elements; (2) an open space plaza dedicated for public use that has a minimum
dimension in each direction of 10 feet; or(3) a change in architectural features, including change in materials,
window patterns, or building facade plane.
P20-0989, Objective Design Standards Planning Commission
11 of 14
Planning Commission
10 of 14
6 of 14
lack of
P20-0989, Objective Design Standards Planning Commission
4of14
tive Design Standards Planning Commission
3 of 14
