1 <br /> Future Initiatives <br /> Crisis Response. Following Council's direction to establish a pilot mental health crisis <br /> response program the police department organized a multi-disciplinary work group of <br /> professionals to include schools, County Behavioral Health, and service providers to <br /> recommend a service model. Staff will return on September 21 with a complete <br /> presentation and seek Council approval of the pilot program with a planned <br /> implementation in January 2022. <br /> Collection of Stop Data. In 2016 the State of California enacted the Racial and Identity <br /> Profiling Act (RIPA). RIPA requires officers to document the perceived race and gender <br /> identity of all persons stopped and when the officer takes other actions — including <br /> searches, handcuffing, uses of force amongst others. A stop can include a call for <br /> service or officer-initiated activity and is defined as a when an officer contacts someone <br /> and they are not free to leave. <br /> RIPA is being implemented throughout the State in four segments or waves based on <br /> sworn agency size. Agencies with fewer than 334 sworn officers (similar to Pleasanton) <br /> are in Wave 4 and are required to begin collecting data on January 1, 2022. The police <br /> department intended to start collecting data earlier in 2021 to work out any technical or <br /> logistic related challenges; however, due to technical issues, the department began <br /> collecting data on August 1, 2021. Even with the delay, the, department is on track to <br /> have all officers trained and ready to collect data prior to the required January 1, 2022, <br /> start date. <br /> Department of Justice staff, in cooperation with the RIPA Board, compiles and analyzes <br /> the data from reporting agencies and submits an annual report <br /> (https://oag.ca.gov/sites/all/files/agweb/pdfs/ripa/ripa-board-report-2021.pdf). Data for <br /> the police department will be presented in the 2023 Annual Report. <br /> CONCLUSION <br /> The police department continues to serve the community with honor and pride <br /> recognizing that strong community support is a byproduct of providing professional and <br /> quality service. This report provides a snapshot of the community policing strategies <br /> and operational practices that are employed in partnership with the community.
