BACKGROUND
The Parks and Utilities Divisions within the Operations Services Department use trucks
to haul material and tools as well as tow equipment to and from work sites. These trucks
are vital to the maintenance and operations of the City's parks and trail systems and
water, sewer, and storm systems. The three vehicles scheduled for replacement in the
City's twenty-year Repair and Replacement Plan, include two work trucks (units #826
and #311) and the sewer and pump maintenance truck (unit#101). These vehicles have
been identified for replacement based on useful life cycle, mileage, and maintenance
costs. These replacements will allow us to maintain current operational needs and
increase safety features for our vehicle operators.
Unit# Division Type Year Mileage Maintenance Costs
826 Parks F-150 2002 68,822 $19,408.22
311 Utilities F-150 2007 94,819 $35,708.46
101 Utilities F-450 2001 69,669 $50,956.94
Total Maintenance Costs $106,073.62
DISCUSSION
Staff is proposing to upgrade the two (2) F-150 trucks to F-350 trucks for better towing
and hauling capacity to support maintenance operations. Staff also proposes to upgrade
one (1) F-450 truck to a F-550 truck to better support operations with increased hauling
capacity and to support a new hoist crane. The addition of a new hoist crane will
address access issues to pumps and work areas in sewers. Additionally, the newer
vehicles have improved safety features such as anti-lock braking systems (ABS),
additional lighting, and back-up cameras.
Unit# Division Type Year Vehicle Costs
826 Parks F-350 2022 $46,953.00
311 Utilities F-350 2022 $67,903.17
101 Utilities F-550 2022 $158,697.51
15% Contingency $41,033.05
Total Vehicle Costs and Contingency $314,586.73
The City contacted Sourcewell, formerly known as National Joint Powers Association
(NJPA), which was established with the statutory purpose to assist public agencies in
meeting specific procurement needs which are more efficiently delivered cooperatively
than by an entity individually. Sourcewell clients utilize cooperative purchasing contracts
through similar joint powers, intergovernmental cooperation, or cooperative purchasing
laws in their respective jurisdiction. Participating agencies include all eligible
government, education, and nonprofit agencies nationwide and in Canada. This
purchasing method complies with the City's Purchasing Policy.
These trucks would be purchased through the Sourcewell (formerly known as NJPA)
Contract# 120716-NAF with National Auto Fleet.
