7 <br /> THE CITY OF <br /> -,m^,^{ - <br /> °� 1=r' CITY COUNCIL AGENDA REPORT <br /> pLEASANTONe <br /> September 7, 2021 <br /> Engineering <br /> TITLE: AUTHORIZE THE CITY MANAGER TO EXECUTE AN AGREEMENT <br /> FOR PURCHASE OF A PERMANENT EASEMENT AND TO ACCEPT A <br /> GRANT OF EASEMENT WITH/FROM THE DUBLIN SAN RAMON <br /> SERVICE DISTRICT FOR WIDENING OF JOHNSON DRIVE AND <br /> STONERIDGE DRIVE AS PART OF THE JOHNSON DRIVE ECONOMIC <br /> DEVELOPMENT ZONE <br /> SUMMARY <br /> The Johnson Drive Economic Development Zone (JDEDZ) necessitates roadway <br /> improvements on Johnson Drive, Stoneridge Drive, and the northbound freeway on- <br /> ramp to Interstate 680. The Dublin San Ramon Services District (DSRSD) owns <br /> property both east of Johnson Drive and north of Stoneridge Drive where roadway <br /> widening is planned. DSRSD has agreed to grant an easement to the City across 0.96 <br /> acres (41,731 square feet) of their property to facilitate the project. Both an Agreement <br /> for Purchase of a Permanent Easement and a Grant of Easement require execution by <br /> the City Manager. The agreement also requires payment of$1,298,740 to DSRSD. <br /> RECOMMENDATION <br /> Authorize the City Manager to execute both an Agreement for Purchase of a Permanent <br /> Easement and a Grant of Easement with DSRSD to facilitate road widening along <br /> Johnson Drive and Stoneridge Drive as part of the JDEDZ. <br /> FINANCIAL STATEMENT <br /> The total compensation to be paid to DSRSD for the Grant of Easement is $1,298,740 <br /> of which the City will be responsible for $786,741. Costco Wholesale Corporation <br /> (Costco) will advance the full purchase price pursuant to the Johnson Drive Economic <br /> Development Zone Transportation Improvement and Cost Allocation Agreement <br /> between the City and Costco executed on February 20, 2018. The agreement requires <br /> Costco to pay for project costs upfront, with partial reimbursement by the City. <br /> The City reimbursement is dependent on the location where the improvements will be <br /> implemented. Improvement locations were defined in Table 6-1 "Mitigation Measures" <br /> of the JDEDZ Supplemental Environmental Impact Report(SEIR) under the category <br /> "Transportation and Traffic". Mitigation Measure 4.D-lc of the SEIR describes <br /> improvements for the "Johnson Drive at Stoneridge Drive intersection", whereas <br /> Mitigation Measure 4.D-1d describes improvements for the "Stoneridge Drive Queue <br /> Spillback" which represents the area of Stoneridge Drive where westbound traffic <br /> approaches the 1-680 northbound on-ramp.
