applied. She stated the project could likely be completed more economically if the City
reimbursed the applicant. Mr. Tassano stated it would be difficult for the City to complete a CIP
project since it was not on the two-year plan. Ms. Harryman reiterated the requirement to pay
prevailing wage and consensus that the goal was to complete the sidewalks as soon as
possible.
Commissioner Gaidos agreed that constructing the sidewalk and even widening Dennis Drive
at the same time made sense. He suggested changing the rolled sidewalks to square
sidewalks.
Commissioner Nibert agreed with Mr. Tassano's suggestion to uncouple the sidewalk
improvements with the CIP, from both a timing and economic standpoint. He thought the
sidewalk would be constructed sooner if done ahead of the CIP. He inquired about the
warranty bond and whether it would include the sidewalk and roadway widening. Ms. Amos
confirmed the bond covered the sidewalk and widening improvements. He expressed concern
regarding the timeliness of certain conditions, noting the conditions did not mention timing of
when the sidewalk would be constructed, which should be included in the Commission's
recommendation to City Council. He inquired about construction cutting through the
neighboring Finn property landscaping. Ms. Amos explained that Mr. Finn's landscaping
encroached into the subject property but was confident all owners could work together to
determine a solution.
Commissioner Pace stated his concerns related to safety were covered by previous
comments.
Commissioner Morgan stated the two subdivisions helped to extend the sidewalk. He stated
he was unclear as to the Commission's recommendation to Council regarding the importance
of timing of sidewalk construction.
Chair Brown asked about the Commission's potential recommendation to the Council. Ms.
Clark suggested the Commission's recommendation focus on completing the sidewalk gap
either by allocating funds or completion by the applicant in the near term.
Commissioner Morgan inquired about the CIP and two-year timeframe. Mr. Tassano explained
the annual concrete project would have to be adjusted to include 3520 Dennis Drive. Ms. Clark
noted that it would be some time before the two projects would begin construction, making it
more likely the timing of construction could coincide with the City's CIP.
Chair Brown referenced the proposed residence on Parcel A and the circular turnaround and
curved driveways going to both sides of curb on Dennis Drive. He inquired if a driveway
access on a curve was a safety issue. Mr. Tassano stated, and Ms. Amos confirmed the
circular structure was a pedestrian walkway, not a driveway.
THE PUBLIC HEARING WAS OPEN
There were no members of the audience wishing to address the Commission.
THE PUBLIC HEARING WAS CLOSED
Planning Commission Minutes Page 5 of 10 July 14, 2021
the current standard. Chair Brown suggested a strong message to the City
Council that the CIP needed to be approved to complete the sidewalk.
Commissioner Allen asked if the required funds could be requested as an amenity. Ms. Clark
referenced the agenda report regarding the history of the project and approval of annexation
by the City Council, not requiring additional amenities. She reiterated that 3520 Dennis Drive
had met their obligation in paying the in-lieu fee. She suggested an option for the two projects
to complete the improvements, with the City reimbursing the applicants for the cost.
Commissioner Allen suggested information on the cost to complete the CIP in conjunction with
the two projects.
