Zoning is PUD-LDR (Planned Unit <br /> Development — Low Density Residential) District. <br /> Commissioner Allen requested, for the public's benefit, that staff share the contents of the <br /> memo sent to the Commission prior to the meeting related to the sidewalk concerns for Items <br /> 4 and 5. <br /> Ms. Amos provided information regarding the staff memo previously distributed to the <br /> Commission related to the sidewalk and current project conditions of approval, noting the <br /> memo clarified the requirement for installation of sidewalks along the Dennis Drive frontage <br /> and the two referenced applications. She confirmed the agenda reports for both projects <br /> implied the City would be accepting funding in lieu of requiring the projects to complete <br /> roadway widening and street installation, however, that was not reflected in the Conditions of <br /> Approval (COAs) recommended before the Commission. She stated COA No. 35 for PUD-140 <br /> and COA No. 36 for PUD-141 referenced the subdivision improvement agreement where the <br /> property owners or subdivider would need to enter into a subdivision improvement agreement <br /> with the City to ensure the completion of the required work would be completed by the <br /> subdivider. She further clarified that COA No. 86 for PUD-140 and COA No.87 for PUD-141 <br /> conditioned the project developer to install a five-foot sidewalk along the project frontage for <br /> Dennis Drive. She further discussed the gap in the sidewalk in front of 3520 Dennis Drive, <br /> noting City Council approval of an application in 2006 at 2001 Martin Drive which was similar <br /> to the current applications for PUD-140 and PUD-141 to subdivide the lot and develop a <br /> single-family residence in the front. She stated, at that time, City Council accepted funds in lieu <br /> of the subdivider installing the sidewalk and widening Dennis Drive, however, that work had <br /> not yet been included with any of the City's Capital Improvement Plan (CIP) Projects. She <br /> stated, if installation of the sidewalk were to be constructed along the Dennis Drive frontage, it <br /> would require City Council to take action for additional funding due to the increase of materials <br /> and labor costs over the past 15 years, in addition to including the work within a future CIP <br /> project to complete the gap in the sidewalk along that portion of Dennis Drive. <br /> Ms. Amos presented the specifics of the item in the Agenda Report. <br /> Commissioner Nibert noted he visited the site and noticed items similar to the written public <br /> comments received, particularly comments from Mike and Margaret Quinn, and Steve Grau <br /> and Jenny Grau, who expressed their concerns regarding completion of the sidewalk and <br /> roadway widening along Dennis Drive. He agreed that the concern was related to safety, <br /> noting the narrow condition of Dennis Drive.
