THE CITY ©F <br /> _ PLANNING COMMISSION <br /> LEASANTON MEETING MINUTES <br /> DRAFT <br /> Wednesday, July 28, 2021 <br /> This meeting was conducted via teleconference in accordance with Governor Newsom's Executive <br /> Orders N-20-20 and N-35-20 and COVID-19 pandemic protocols. <br /> CALL TO ORDER, PLEDGE OF ALLEGIANCE, AND ROLL CALL <br /> The teleconference meeting of the Planning Commission of July 28, 2021 was called to order <br /> at 7:02 p.m. by Chair Brown. <br /> The Pledge of Allegiance was led by Commissioner Morgan. <br /> Staff Members Present: Shweta Bonn, Senior Planner; Ellen Clark, Director of Community <br /> Development; Melinda Denis, Planning and Permit Center <br /> Manager; Julie Harryman, Assistant City Attorney; Stefanie <br /> Ananthan, Recording Secretary <br /> Commissioners Present: Commissioners Nancy Allen, Matt Gaidos, Ken Morgan, Jeff Nibert, <br /> Brandon Pace and Chair Justin Brown <br /> Commissioners Absent: None <br /> AGENDA AMENDMENTS <br /> There were no agenda amendments. <br /> CONSENT CALENDAR - Consent Calendar items are considered routine and will be enacted by one <br /> motion unless a request for removal for discussion or explanation is received from the Planning <br /> Commission or a member of the public by submitting a speaker card for that item. <br /> 1. Actions of the Zoning Administrator <br /> Commissioner Allen moved to approve the Consent Calendar. <br /> Commissioner Pace seconded the motion. <br /> Planning Commission Minutes Page 1 of 9 July 28, 2021 <br />ct to Resolution and conditions of <br /> approval listed in Exhibits Al and A2, and forward the application to the City Council for <br /> public review and hearing. <br /> Commissioner Gaidos seconded the motion. <br /> ROLL CALL VOTE: <br /> AYES: Commissioners Allen, Brown, Gaidos, Nibert, and Pace <br /> NOES: None <br /> ABSENT: None <br /> ABSTAIN: None <br /> Resolution PC-2021-11 recommending City Council approve the application for a major <br /> modification to Planned Unit Development (PUD-114) and minor subdivision for Cases <br /> PUD-114-01M and P20-0995 was adopted, as motioned. <br /> Resolution PC-2021-12 recommending City Council approve the application for a Conditional <br /> Use Permit for Case P20-0994 was adopted, as motioned. <br /> Chair Brown congratulated the applicant, stated this was a beautiful project in an appropriate <br /> location and acknowledged the level of collaboration both with the community and between the <br /> churches to create a special place within the community where they continue to give back to <br /> the community through all their work and outreach. <br /> Planning Commission Minutes Page 9 of 10 July 14, 2021 <br />Commission Minutes Page 8 of 10 July 14, 2021 <br />g special event <br /> approval; parking overflow; use of well or City water; and tree removal. Ms. Hagen discussed <br /> the 350-person number, which was chosen since it was above the largest projected <br /> congregation size, and parking requirements and use for larger events. She discussed the <br /> option to use of well water for landscaping. She presented a visual of the proposed tree <br /> removal due to conflict with the driveway and utility infrastructure and poor health. She <br /> discussed the undergrounding of utilities between the parking lot and right-of-way. <br /> Chair Brown stated he had no questions and as previously mentioned he believes the <br /> applicant has done a nice job addressing the concerns raised during the April 14, 2021 Work <br /> Session. <br /> Planning Commission Minutes Page 7 of 10 July 14, 2021 <br /> conjunction with <br /> the two projects.
