Commissioner Allen moved to recommend approval of Cases P21-0079 and PUD-140 <br /> and P21-0076 and PUD-141 with added: 1) condition to complete roadway widening and <br /> sidewalk construction for each project prior to occupancy; and 2) recommendation to <br /> City Council to expedite the work to extend the sidewalk and roadway widening in front <br /> of 3520 Dennis Drive, ideally in conjunction with work being done by developer(s) for <br /> the two projects. <br /> Commissioner Nibert seconded the motion. <br /> ROLL CALL VOTE: <br /> AYES: Commissioners Allen, Brown, Gaidos, Nibert, and Pace <br /> NOES: None <br /> ABSENT: None <br /> ABSTAIN: None <br /> Resolution PC-2021-09 recommending City Council approve the applications for a minor <br /> subdivision and a Planned Unit Development (PUD) Development Plan for Cases <br /> P21-0079 and PUD-140 was adopted, as motioned. <br /> Resolution PC-2021-10 recommending City Council approve the applications for a minor <br /> subdivision and a Planned Unit Development (PUD) Development Plan for Cases P21-0076 <br /> and PUD-141 was adopted, as motioned. <br /> 7. PUD-114-01M/P20-0995/P20-0994, Guy Houston, on behalf of Resurrection Greek <br /> Orthodox Church for Pleasant View Church of Christ, 11300 Dublin Canyon Road — <br /> Applications for: (1) a Major Modification to Planned Unit Development (PUD-114), (2) <br /> Minor Subdivision, and (3) Conditional Use Permit to construct and operate a 9,792- <br /> square-foot church and 24,971-square-foot multi-purpose building with gymnasium on a <br /> 4.3-acre portion of the 16-acre Pleasant View Church of Christ site located at 11300 <br /> Dublin Canyon Road. Zoning is PUD-RDR/A-OS (Planned Unit Development — Rural <br /> Density Residential/Agriculture and Open Space) District. 381,000 square feet, a parking <br /> structure, and related site improvements over multiple phases; as well as (3) make a <br /> finding of General Plan conformity for a related Development Agreement to vest the <br /> entitlements for the PUD Rezoning and Development Plan. <br /> Associate Planner Jennifer Hagen presented the specifics of the item in the Agenda Report. <br /> Chair Brown mentioned this item has already come before the Commission as a Work Session <br /> and several members of the Commission have had the opportunity to hear public comments in <br /> addition to reviewing the project plans. He thanked the applicant for making the changes as <br /> recommended by the Commission at the April 14, 2021 Work Session. <br /> Commissioner Allen thanked the applicant and project team for making changes as previously <br /> recommended by the Commission. She asked if the conditions regarding specified uses <br /> excluded daycare. Ms. Hagen stated all events over 350 attendees required a temporary use <br /> permit, and that the narrative excluded a daycare, meaning an amendment to the CUP would <br /> be necessary to allow it. Commissioner Allen requested a condition outlining the specifics of <br /> Planning Commission Minutes Page 6 of 10 July 14, 2021 <br />were no members of the audience wishing to address the Commission. <br /> THE PUBLIC HEARING WAS CLOSED <br /> Planning Commission Minutes Page 5 of 10 July 14, 2021 <br /> Commissioner Allen asked if the required funds could be requested as an amenity. Ms. Clark <br /> referenced the agenda report regarding the history of the project and approval of annexation <br /> by the City Council, not requiring additional amenities. She reiterated that 3520 Dennis Drive <br /> had met their obligation in paying the in-lieu fee. She suggested an option for the two projects <br /> to complete the improvements, with the City reimbursing the applicants for the cost. <br /> Commissioner Allen suggested information on the cost to complete the CIP in conjunction with <br /> the two projects.
