The Staff Report recommending increasing mandatory retail quota from 25% to <br /> 60% is not consistent with either the letter of the task force recommendations or intent. Given DSP's <br /> adaptation just a few months before COVID laid waste to our economy, an appropriate path forward is to <br /> table any changes for now and allow a few years to pass so that a full evaluation of the current DSP <br /> regulations can be completed. A little time will also allow an opportunity to incorporate the inevitable <br /> unintended consequences that will arise as COVID recedes.
