<br />39 <br /> <br />In 1977, DSRSD adopted the name by which it is known today, the Dublin San Ramon <br />Services District. In 1977, the Alameda County Water District objected to the continued discharge <br />of treated wastewater to Alameda Creek which provides part of the water supply for Fremont, <br />Union City and Newark. In 1979, with other local agencies, DSRSD established its current system <br />of pumping treated wastewater through pipelines operated by LAVWMA and EBDA to San <br />Francisco Bay. <br /> <br />As the community developed, cities incorporated: the City of Dublin was incorporated in <br />1982, and the City of San Ramon incorporated in 1983. These newly incorporated cities took over <br />garbage collection, fire protection and parks and recreation services from DSRSD. In 1990, the <br />DSRSD Board of Directors reorganized staff, redefined department responsibilities and approved <br />plans for a new administration building. The administration building opened in October 1992, with <br />DSRSD administration services, planning and permitting staff as well as management employees <br />located in one facility. <br /> <br />Governance and Management <br /> <br />DSRSD operates under a Board of Directors - Manager form of government. DSRSD is <br />governed by a five-member governing board. Halket, Vice President 2024 <br />Arun Goel, Director 2022 <br />Marisol Rubio, Director 2024 <br />Georgean Vonheeder-Leopold, Director 2022 <br /> <br />The following individuals are responsible for day-to-day management of DSRSD: <br /> <br />Daniel McIntyre was appointed General Manager in 2016. Mr. McIntyre has been with <br />DSRSD since 2015, when he was appointed Engineering Services Manager. Mr. McIntyre has <br />over 35 years of prior experience, including 12 years as the Public Works Director for the <br />Livermore. He earned a Bachelor of Science degree in civil engineering from California <br />Polytechnic State University, San Luis Obispo, and a Master of Public Administration degree from <br />California State University, East Bay. He is a licensed professional engineer in California. <br /> <br />Jan Lee was appointed Assistant General Manager in 2020, with 24 years of experience <br />in the public and private sectors. Ms. Lee previously served as the Assistant Director of Public <br />Works and Water Resources Manager for the City of Hayward and as a supervising engineer in <br />the Water Supply Improvements department of the East Bay Municipal Utility District. She has <br />engineering design and planning experience in the private sector. Ms. Lee holds a Bachelor of <br />Science degree in civil and environmental engineering from the University of California, Davis and <br />is a licensed professional engineer. <br /> <br />Carol Atwood was appointed Administrative Services Manager in 2016 and oversees <br />finance, customer services, information technology, and human resources. She has 32 years of <br />experience in municipal finance and three years of government auditing experience. Prior to <br />joining the District, Ms. Atwood served 22 years with the City of Cupertino managing finance,
