<br />32 <br />Requirements For Sanitary Sewer Systems (SSO Reduction Program), which was first adopted <br />in 2006 and is currently under review for updating. Regulatory requirements applicable to the <br />Members’ Sewer Systems are contained in or imposed by regulation pursuant to the Federal <br />Water Pollution Control Act, as amended, and the State of California Porter Cologne Water <br />Quality Control Act of 1969, as amended. Both federal and State regulations are administered <br />through the Bay Area RWQCB. Neither LAVWMA nor the Members are aware of any <br />environmental or regulatory issues that would adversely impact the ability of the Members to <br />provide sewer collection service. <br /> <br />Air Emissions Permits. LAVWMA operates a small emergency generator located at the <br />export pump station in Pleasanton, which is permitted by the Bay Area Air Quality Management <br />District (“BAAQMD”). Greenhouse gas emissions for LAVWMA are reported annually by DSRSD <br />pursuant to the requirements of the California Air Resources Control Board (“CARB”). LAVWMA <br />is not aware of any environmental or regulatory issues that would adversely impact air emissions <br />related to its ability to provide effluent pumping and disposal. <br /> <br />Insurance <br /> <br />LAVWMA currently maintains comprehensive liability, which includes property insurance <br />with a claim limit of $800 million, from the California Special District Risk Management Authority. <br />LAVWMA carries no earthquake insurance The Sewer Service Contract does not require any <br />earthquake insurance on LAVWMA facilities. See “RISK FACTORS – Earthquakes, Floods and <br />Other National Disasters.” <br /> <br />Employees <br /> <br />LAVWMA has no permanent employees. All of LAVWMA’s work is completed by <br />consultants or by contract. LAVWMA facilities are operated and maintained by DSRSD operations <br />and maintenance staff under contract. The contract provides payments of salary, materials, <br />equipment and contract labor as required to operate and maintain facilities. <br /> <br />For information regarding DSRSD employees, see “DUBLIN SAN RAMON SERVICES <br />DISTRICT.” <br /> <br /> <br />FINANCIAL INFORMATION ON LAVWMA <br /> <br />Financial Statements <br /> <br />Copies of the most recent audited financial statements of LAVWMA are included in <br />Appendix A (the “LAVWMA Financial Statements”). The LAVWMA Financial Statements include <br />a letter from the firm of Maze & Associates (the “LAVWMA Auditors”), which concludes that the <br />LAVWMA Financial Statements present fairly, in all material respects, the financial position of <br />LAVWMA as of June 30, 2020 and the results of its operations and cash flows for the year then <br />ended in conformity with generally accepted accounting principles. The LAVWMA Financial <br />Statements attached should be read in their entirety. The LAVWMA Auditors have not reviewed <br />or audited this Official Statement and have not been asked to nor have they consented to the <br />inclusion of the LAVWMA Financial Statements in this Official Statement. <br />
