<br />8 <br />new system called “Blueprint for a Safer California,” which placed the State’s 58 counties into four <br />color-coded tiers – purple, red, orange, and yellow, in descending order of severity – based on <br />the number of new daily cases of COVID-19 and the percentage of positive tests. <br /> <br />Under the State’s “Blueprint for a Safer California,” counties were required to spend at <br />least three weeks in each tier before advancing to the next one. On June 15, 2021, California <br />terminated the Blueprint for a Safer Economy and fully reopened its economy, ending capacity <br />limits, physical distancing and certain mask requirements for individuals who are fully vaccinated <br />in accordance with guidance from the Centers for Disease Control and Prevention (the “CDC”). <br />Masks are still required on public transportation, in hospitals and jails, in schools and in other <br />childcare centers pending updated guidance from the CDC. Public health measures currently <br />remain for events with 5,000 or more people indoors or 10,000 attendees or more outdoors, with <br />vaccine verification recommended. Certain public health measures, including but not limited to <br />mask, testing and/or vaccination requirements, remain in certain business settings and for certain <br />industries. <br /> <br />The COVID-19 outbreak is ongoing, and the ultimate geographic spread of the virus, the <br />duration and severity of the outbreak, the economic impacts and actions that may be taken by <br />governmental authorities to contain the outbreak or to treat its impacts are uncertain and cannot <br />be predicted. Additional information with respect to events surrounding the outbreak of COVID- <br />19 and responses thereto can be found on State and local government websites, including but <br />not limited to the Governor’s office (http://www.gov.ca.gov) and the California Department of <br />Public Health (https://covid19.ca.gov/). None of the information on such websites is incorporated <br />by reference into this Official Statement, and neither LAVWMA nor the Members assumes any <br />responsibility for the accuracy of the information on such websites. <br /> <br />The possible impacts that the COVID-19 emergency might have on the finances and <br />operations of LAVWMA and the Members remain uncertain at this time. In addition, there may <br />be unknown consequences of the COVID-19 emergency that neither LAVWMA nor the Members <br />can predict.
