F
BACKGROUND
In July 2019, the City entered into a three-year agreement with ACCO for the
maintenance and emergency repairs for City facilities heating, ventilation and air
conditioning (HVAC) systems. Per the agreement, ACCO is responsible for quarterly
and annual maintenance and emergency repairs for 21 City facilities.
DISCUSSION
Over the past year, several facilities experienced system failures; including the
compressor and coil replacement at the Senior Center and the compressor replacement
at the Aquatic Center. In addition, staff requested filter upgrades during the pandemic
as recommended by the County Health Department and Center for Disease Control
(CDC). Several other facility HVAC systems required repairs related to heating and
cooling issues were also addressed by the contractor. Staff is seeking to amend the
agreement with ACCO to increase the total compensation amount to a not-to-exceed
amount of$800,000 and extend the current maintenance agreement through FY
2022/23. The original 3-year agreement included the option to extend annually for up to
2 years. The first amendment increased the total compensation amount.
The approved two-year Capital Improvement Plan includes the replacement of roofs
and HVAC systems. The Engineering Department will be working on several projects
that will replace the roof and HVAC systems at 123 Main Street, 157 Main Street, 200
Old Bernal, and Library. The CIP project will help address the systems that are
approaching the end of their useful life and should result in reduced maintenance costs.
Submitted by: Fiscal R view: Approved b :
\ \\QS,
/(4
Kathleen Yurchak Tina Olson Nelson Fialho
Director of Operations and Director of Finance City Manager
Water Utilities
Attachments:
1.
