BACKGROUND <br /> The City is responsible for the regulatory oversight of all existing recycled water use <br /> sites (properties permitted to receive recycled water in the City) under the State Water <br /> resources Control Board's (State Water Board's) General Water Reclamation <br /> Requirements for Recycled Water use, Order WQ 2016-068-DDW (State General <br /> Order). Furthermore, the City's Recycled Water Program continues to actively work with <br /> the remaining selected irrigation customers along the recycled water distribution system <br /> to facilitate the successful water service conversion from potable irrigation to recycled <br /> water irrigation, as required under Pleasanton Municipal Code Chapter 14.06 <br /> (Regulations of Recycled Water Use). Performance of these services requires the <br /> American Water Works Association (AWWA) professional certifications: Backflow <br /> Prevention Assembly Tester Certification and Cross Connection Specialist Certification; <br /> as well as professional experience conducting recycled water use site oversight in <br /> compliance with California Water Code Title 22 and Title 17 recycled water related <br /> regulations. Currently, the City's Recycled Water Program (Program) is undergoing <br /> staffing changings, following the departure of the Program's only staff member holding a <br /> Cross Connection Control Specialist certification. Though the City is actively recruiting <br /> to fill this vacancy, it may take up to two years for the selected replacement to hold the <br /> necessary certifications and experience to independently conduct all these regulatory <br /> required responsibilities. Therefore, a contractor that can conduct and/or assist in the <br /> services requested under the scope of this contract on an as-needed basis is necessary <br /> to maintain regulatory compliance under the State General Order. <br /> DISCUSSION <br /> Staff solicited proposals from five perspective contractors that may have the <br /> qualifications necessary to conduct the services needed. Four proposals were <br /> submitted by HydroScience Engineers, Inc., West Yost & Associates, Inc., Backflow <br /> Prevention Specialists, Inc., and Water Resources Engineering, Inc. The perspective <br /> contractors were asked to: provide three references for similar work experience, a <br /> proposed scope of services, and list of contractor position descriptions and applicable <br /> equipment list with hourly rates for each of the two fiscal years covered under the two- <br /> year term. The chosen contractor is expected to perform the following activities on an <br /> as-needed basis: <br /> • Annual inspections of current recycled water serviced sites <br /> • New site inspections for sites targeted for service conversion to recycled water <br /> irrigation and coverage testing <br /> • Cross-connection testing by a Cross-Connection Specialist certified through the <br /> AWWA <br /> • Plan review services for recycled water compliance of new or rehabilitation <br /> projects <br /> • GIS mapping of irrigation/notable recycled water site features on recycled <br /> water sites. <br /> Proposals were reviewed to confirm completeness, clear understanding of the scope of <br /> work, relevant work history, and hourly rates were compared for competitiveness. Staff <br /> recommends executing a contract with West Yost & Associates, Inc., because of their <br /> detailed understanding of the scope of work, qualified staffing to support the work, and <br /> reasonable pricing.
