<br /> <br />DRAFT – June 15, 2021 | Page 19 <br />THE CITY OF PLEASANTON <br />SB 1383 ACTION PLAN <br />2021 ─ 2025 <br />3.1 Collection and Processing <br /> <br />during, and after the implementation of new/modified collection services supports a smooth transition to <br />new/modified programs. It may also minimize negative feedback resulting from mandatory requirements and <br />rate increases. Additionally, robust education and outreach may result in lower processing and contamination <br />monitoring costs. See Section 3.6 of this Action Plan for more details on the education and outreach requirements. <br />3.1.7 Infrastructure Needs <br />Processing capacity and infrastructure is crucial to the effectiveness of SB 1383 collection programs. The City’s <br />existing three-container collection system is a compliant approach under the SB 1383 regulations; therefore, it is <br />not anticipated that the processing facilities will change in response to SB 1383 implementation. However, this <br />will be discussed during negotiations between the City and PGS. <br />The City will review the Franchise Agreement to ensure facility capacity and SB 1383 standards are met, including <br />prohibiting the use of organic waste as alternative daily cover (ADC) or alternative intermediate cover (AIC). Under <br />SB 1383, facilities will be required to maintain high levels of diversion with low levels of contamination. The need <br />for clean organics feedstock will be necessary for the City’s organic material to be accepted at most facilities. <br />Contamination monitoring and education programs, as later described in this Action Plan, will be crucial for the <br />success of the collection and processing programs. <br />3.1.8 Staffing and Budgetary Considerations <br />The City will have minor if any, increased on-going staffing needs and direct costs associated with collection and <br />processing programs.
