DRAFT – June 15, 2021 | Page 19
THE CITY OF PLEASANTON
SB 1383 ACTION PLAN
2021 ─ 2025
3.1 Collection and Processing

during, and after the implementation of new/modified collection services supports a smooth transition to
new/modified programs. It may also minimize negative feedback resulting from mandatory requirements and
rate increases. Additionally, robust education and outreach may result in lower processing and contamination
monitoring costs. See Section 3.6 of this Action Plan for more details on the education and outreach requirements.
3.1.7 Infrastructure Needs
Processing capacity and infrastructure is crucial to the effectiveness of SB 1383 collection programs. The City’s
existing three-container collection system is a compliant approach under the SB 1383 regulations; therefore, it is
not anticipated that the processing facilities will change in response to SB 1383 implementation. However, this
will be discussed during negotiations between the City and PGS.
The City will review the Franchise Agreement to ensure facility capacity and SB 1383 standards are met, including
prohibiting the use of organic waste as alternative daily cover (ADC) or alternative intermediate cover (AIC). Under
SB 1383, facilities will be required to maintain high levels of diversion with low levels of contamination. The need
for clean organics feedstock will be necessary for the City’s organic material to be accepted at most facilities.
Contamination monitoring and education programs, as later described in this Action Plan, will be crucial for the
success of the collection and processing programs.
3.1.8 Staffing and Budgetary Considerations
The City will have minor if any, increased on-going staffing needs and direct costs associated with collection and
processing programs. However, customer rates may need to be increased to compensate PGS for changes in the
cost of collection and/or processing, which will be discussed during the negotiations process.
3.1.9 Step-by-Step Action Plan
Figure 13: Collection & Processing Step-by-Step Action Plan
ID # Action Item Collaborators Timeframe
1 Engage hauler in conversations about SB 1383 planning
roles/responsibilities.
City & PGS May – Jun 2021
2 Identify and initiate contract with Consultant for negotiations and
franchise amendment support.
City Jun 2021
3 Enter into sole-source negotiation and Franchise Agreement
amendment process.
City & PGS Jul – Aug 2021
4 Include collection and processing requirements in the mandatory
enforcement ordinance (further detail under Section 3.4
Ordinances and Policies of this Action Plan).
City &
StopWaste
Jun – Oct– 2021
5 Establish protocols for approving and documenting commercial de
minimis and space constraint waivers, if providing, which may
involve collaboration with PGS.
City Sep 2021
6 Plan service expansion to all generators, including education and
service initiation.
City & PGS Sep – Oct 2021
