DRAFT – June 15, 2021 | Page 17
THE CITY OF PLEASANTON
SB 1383 ACTION PLAN
2021 ─ 2025
3.1 Collection and Processing

3.1 Collection and Processing
3.1.1 Program Summary
Beginning January 1, 2022, the State requires jurisdictions to provide collection service to all residential and
commercial generators to divert organic waste (as defined) from landfill disposal. The City of Pleasanton currently
offers generators weekly automated collection of solid waste, recyclable materials, and organic materials. To
achieve compliance with SB 1383 collection requirements, the City must ensure that all generators are receiving
weekly collection service. Figure 12 below presents the number of accounts, by sector, that do not yet have
recyclable materials containers or organic materials containers.
The City has an exclusive Franchise
Agreement with PGS for single-family,
multi-family, and commercial
collection service and the processing of
the collected materials. The Franchise
Agreement term is July 1, 2018 to June
30, 2029 and includes services based
on the October 2017 draft SB 1383
regulations. The final regulations
include some changes from the earlier
draft. Some of these differences affect
the collection and processing services
described in the Franchise Agreement.
3.1.2 State SB 1383 Requirements for Jurisdictions
• Provide organic waste collection and recycling services to all generators, except self-haulers using a 3, 3+, 2,
or 1-container collection system (§18984.1-18984.3, §18998.1).
• Jurisdictions may allow limited waivers for generators with de minimis volumes and/or physical space
constraints, and if so, must conduct reverification inspections, maintain records, and submit reports
(§18984.11, §18984.14, §18995.1.a).
Sector
Description
Total
Accounts
Accounts Lacking Service
Organics Recyclables
Residential 20,019 2,885 1,886
Multi-family 96 40 10
Commercial 969 701 165
Total 21,084 3,590 2,061
Figure 12: Collection Accounts and Service Needs
