DRAFT June 15, 2021 | Page 14

4. Costs
The City will have one-time costs of approximately $3,200 to $4,000 for these activities
and ongoing costs of approximately $3,000 to $5,000. Delegation to StopWaste and
County Environmental Health has provided significant cost savings.
Figure 9: Brief Cost Overview – Edible Food Recovery
EDIBLE FOOD RECOVERY
One-Time Implementation Costs ($) Ongoing Annual Costs ($/Year)
Low High Low High
$ 3,235 $ 3,984 $ 3,235 $ 5,035
5. Schedule
Implementation activities are planned to commence immediately upon approval of
this Action Plan through January 1, 2022, with ongoing requirements on an annual
basis. Requirements related to Tier Two Commercial Edible Food Generators
commence January 1, 2024.
2.1.3 Staffing
SB 1383 will require significant increases in City staff time for implementation of new
programs and expansion of current programs. This Section provides a brief preview of
the full staffing analysis shown in Section 4.1.1.
Prior to January 2024, HF&H estimates that 0.5 to 0.7 full time equivalent (FTE) City
staff will be needed for one-time implementation and 0.75 to 1.53 for ongoing
activities. Due to the increase in enforcement requirements commencing January 1,
2024, an additional 0.04 to 0.08 FTE for one-time implementation and 1.15 to 2.32 for
ongoing activities.
Considering this combination of one-time costs, on-going costs, and additional costs
beginning 2024, the staffing impacts are best illustrated using a timeline format, as
depicted in Figure 10 below and the sidebar to the right.
Figure 10: Estimated City Staff Needs (FTE) by Fiscal Year

•Existing City staff leads
•Engage consultants for
support
2021
•City staff + consultant
support
•Hire SB 1383 Program
Coordinator
•Hire Management Analyst
2022
•Hire code enforcement/
inspection staff
2023
•Evaluate staffing levels
•Hire additional staff as
needed
2024 +
