requires churches to provide one space for each six fixed seats or one space for each 60 <br /> square feet of floor area useable for seating in all facilities in which simultaneous use is <br /> proposed. The church is proposing a total of 358 fixed seats. A total of 60 parking spaces <br /> would be required to support the proposed church worship services on Sundays based on one <br /> space for each 6 fixed seats. Although not to be used simultaneously, if the overall gym <br /> capacity were to be considered using one space for each 60 square feet of floor area, then a <br /> total of 115 parking stalls would be required. Each of these calculations are below the 121 <br /> parking stalls that will be provided onsite. The applicant has also observed that, at its existing <br /> facility, some families drive together to church in carpools, and some people get dropped off <br /> and picked up for services. <br /> Based on the proposed site plan, staff believes the site will have adequate parking to support <br /> all users of the site at the Church's maximum growth potential. The new site will be capable of <br /> meeting the growing demand and anticipated congregation growth within the coming years. <br /> Similar to other church projects, Conditions of Approval have been included to ensure the <br /> operation of the church, including gymnasium use and special events, do not have any parking <br /> impacts on the surrounding area in the future, by requiring City approval prior to any changes <br /> in the operation or number of worship services, activities, events, or changes to the schedule <br /> or number of church group meetings. In addition, conditions of approval have been included to <br /> require a Temporary Use Permit for all events over 350 attendees so that the church can work <br /> with the city ahead of any large festivals or gatherings, such as the Greek Festival or large <br /> weddings and receptions, to mitigate all traffic and parking concerns prior to each event. With <br /> respect to special events such as the yearly Greek Festival, which has the potential to have <br /> over 500 participants, the applicant has indicated their commitment to managing parking etc., <br /> and is considering ideas such as utilizing nearby parking with transit/shuttles to the church site. <br /> Noise <br /> The Pleasanton Municipal Code states that a proposed conditional use must be in accord with <br /> the objectives of the Zoning Ordinance. One of those objectives is to "promote the stability of <br /> existing land uses that conform with the General Plan and to protect them from inharmonious <br /> influences and harmful intrusions." The church will utilize some microphones and amplified <br /> music during worship services including a choir as well as group assemblies, weddings, <br /> receptions, and special events. All on-site activities will occur inside, and noise produced by <br /> the use cannot exceed 60 dBA at any point outside of the property plane as prescribed by <br /> code (P.M.C. §9.040.30). Events such as the Greek Festival which may be held outdoors <br /> require approval through the Temporary Use Permit process in which specific event operations <br /> will be reviewed in order to meet all Code requirements. Furthermore, the multi-purpose <br /> building does not contain any operable windows along the west elevation and the Applicant <br /> has indicated the exterior doors will not be opened during the day which will further reduce <br /> noise impacts on the surrounding area. Therefore, staff does not believe the proposed use <br /> would be disruptive to existing or future neighboring businesses/tenants. To further ensure <br /> noise would be contained indoors, a condition has been added requiring all doors to remain <br /> closed during operating hours. <br /> Creekside Development Limits and Maintenance Requirements <br /> The northernmost residential property lines are generally located at the top of the southern <br /> bank of the Dublin Creek.
