Ms. Clark <br /> confirmed that covenants to maintain long term affordability were required by the City. <br /> Commissioner Nibert asked how to put non-profit developments on a level playing field with <br /> market rate developments. Ms. Clark discussed efforts to leverage opportunities with market <br /> and affordable developments, and the significant financial challenges in building affordable <br /> units. Commissioner Nibert discussed increases in land values (tied to density) driving up <br /> prices. He suggested an emphasis on other approaches. Chair Brown referenced Tables 1 and <br /> 2 on Page 4 regarding the annotation for deed restriction versus non-deed restricted units. <br /> Commissioner Morgan discussed his calculation of pro-rata allocation based on pollution which <br /> would be 5,000 units versus 6,000 units. Chair Brown suggested requesting staff provide <br /> information on the ABAG criteria for the draft RHNA numbers. Commissioner Morgan stated <br /> he had all the information he needed. <br /> In response to Chair Brown, Ms. Clark stated the entire draft housing element would be <br /> submitted to HCD, which included the list of proposed sites. Chair Brown discussed the <br /> Planning Commission meetings on December 19, 2020 and January 13, 2021 at which design <br /> considerations around density were discussed. He stated higher density often created more <br /> open space. <br /> Commissioner Allen stated the Community Input Plan was comprehensive but should be <br /> prioritized. She suggested public feedback and survey be done sooner rather than later; <br /> adding a sign regarding process, with a QR code for the survey at the farmer's market park; <br /> and stated a video was a waste of time. She stated it was important to spend time with non- <br /> profit developers to come up with zoning and affordable projects; with the County on grant <br /> programs; and challenging the Chamber and largest businesses to consider funding and <br /> grants for lower income housing. <br /> Chair Brown suggested outreach for sites where there might be zoning changes. <br /> Commissioner Pace suggested consideration of best practices from other communities. <br /> Chair Brown asked the Housing Commission and Planning Commission roles. Ms. Clark stated <br /> the Housing Commission focused more on program pieces, such as tax credit, federal and <br /> state grant programs. Ms. Wise discussed their library of best practices which would be shared <br /> with the Commission. Chair Brown discussed the goal to increase production of housing. <br /> Chair Brown stated the Communication Plan was good and suggested providing notice of <br /> potential rezoning. <br /> Commissioner Nibert concurred that the Communication Plan was good. He asked about the <br /> need for additional meetings and outreach. Ms. Clark stated there was contingency included in <br /> the budget for increased meetings and outreach. <br /> Commissioner Pace asked the most successful ways to engage the public in prior cycles.
