<br /> Director of Community Development Ellen Clark provided a brief introduction to the item.
<br /> Lisa Wise, Lisa Wise Consulting, gave a brief introduction to the Housing Element consultant
<br /> team.
<br /> Jen Murillo, Lisa Wise Consulting, continued the presentation and provided additional specifics
<br /> of the item as presented in the Agenda Report.
<br /> The presentation was paused to allow for questions from the Commission related to Housing
<br /> Element Background and Regional Housing Needs Allocation (RHNA).
<br /> Commissioner Allen requested an explanation of "no net loss" and the implications on the
<br /> current housing cycle compared to previous housing cycles. She discussed prior practice of
<br /> zoning with the assumption that all units would be for lower-income households, but actually
<br /> building at 80 percent market-rate/20 percent affordable. She questioned the implications of
<br /> the new legislation for "no net loss." Ms. Clark explained the prior legislation which focused on
<br /> number of units. She discussed SB166 which applied affordability as an extra layer of analysis.
<br /> She explained default densities and accounting for inventory of units. She discussed potential
<br /> risks under SB166 and the need for "no net loss" findings requiring identification of additional
<br /> sites for housing. Ms. Wise stated the intent was to protect sites for lower income housing and
<br /> the State would be monitoring development.
