Available reference exposure <br />limits promulgated by the OEHHA were considered in the assessment. <br />Risk characterization for non-cancer health hazards from TACs is expressed as a hazard index. The Hazard <br />Index is a ratio of the predicted concentration of the proposed project’s emissions to a concentration <br />considered acceptable to public health professionals, termed the reference exposure limit. <br />The hazard index assumes that chronic sub-threshold exposures adversely affect a specific organ or <br />organ system (toxicological endpoint). For each discrete chemical exposure, target organs presented <br />in regulatory guidance were used. To calculate the hazard index, each chemical concentration or <br />dose is divided by the appropriate toxicity reference exposure level. For compounds affecting the <br />same toxicological endpoint, this ratio is summed. Where the total equals or exceeds 1, a health <br />hazard is presumed to exist. For purposes of this assessment, the TAC of concern is DPM for which <br />the OEHHA has defined a reference exposure limit for DPM of 5 µg/m3. The principal toxicological <br />endpoint assumed in this assessment was through inhalation. <br />Estimation of Health Risks and Hazards from Project Construction <br />To assess impacts to off-site sensitive receptors, receptor locations within the American <br />Meteorological Society/Environmental Protection Agency Regulatory Model (AERMOD) model were <br />placed at locations of existing residences, schools, and daycares located within approximately 1,000
