The BAAQMD defines sensitive receptors as the following: “Facilities or <br />land uses that include members of the population that are particularly sensitive to the effects of air <br />pollutants, such as children, the elderly, and people with illnesses. Examples include schools, <br />hospitals, and residential areas.” The closest sensitive receptors would be multi-family residences <br />approximately 130 feet east of the project site across from Stoneridge Mall Road, as well as multi- <br />family residences approximately 200 feet south of the project site across from Stoneridge Drive, and <br />multi-family residences 175 feet southwest of the project site across from Stoneridge Drive. (While <br />these nearby land uses represent the closest sensitive receptors to the proposed project, they do <br />not necessarily represent the location of the maximally impacted sensitive receptor during <br />construction activities.) <br />The following four criteria were applied to determine the significance of the exposure of sensitive <br />receptors to project emissions based on the health risk and hazard significance thresholds shown in <br />Table 1. <br />• Criterion 1: Construction of the project would not exceed the health risk significance <br />thresholds. <br />• Criterion 2: The cumulative health impact would not exceed the cumulative health risk <br />significance thresholds. <br />• Criterion 3: The project's operation would not result in an exceedance of the health risk <br />significance thresholds. <br />• Criterion 4: A CO hotspot assessment must demonstrate that the project would not result in a <br />CO hotspot development that would cause an exceedance of the CO ambient air quality <br />standards. <br /> <br />Criterion 1: Project Construction Toxic Air Pollutants <br />An assessment was made of the potential health impacts to surrounding sensitive receptors <br />resulting from toxic air contaminants (TAC) emissions during construction. A summary of the <br />assessment is provided below, while the detailed assessment is provided Appendix A. <br />Diesel particulate matter (DPM) has been identified by the California Air Resources Board (ARB) as a <br />carcinogenic substance. Major sources of DPM include off-road construction equipment and heavy- <br />duty delivery truck and worker activities. For purposes of this analysis, DPM is represented as <br />exhaust emissions of PM2.5. <br />Estimation of Construction DPM Emissions <br />Construction DPM emissions were estimated using CalEEMod, Version 2016.3.2, as described under <br />the discussion for Impact 3(b). As presented in Table 3, the proposed project's construction is <br />anticipated to occur from September 2021 through March 2023. Construction emissions were <br />assumed to be distributed over the project area.
