As such, the <br />2017 Clean Air Plan identifies a wide range of control measures intended to decrease both criteria <br />air pollutants 13 and greenhouse gases (GHG).14 The 2017 Clean Air Plan also accounts for projections <br />of population growth provided by the Association of Bay Area Governments and Vehicle Miles <br />Traveled (VMT) provided by the Metropolitan Transportation Commission and identifies strategies to <br />bring regional emissions into compliance with federal and State air quality standards. A project <br />would be judged to conflict with or obstruct implementation of the 2017 Clean Air Plan if it would <br />result in substantial new regional emissions not foreseen in the air quality planning process. <br />The BAAQMD does not provide a numerical threshold of significance for project-level consistency <br />analysis with AQPs. Therefore, the following criteria will be used for determining a project’s <br />consistency with the AQP. <br />• Criterion 1: Does the project support the primary goals of the AQP? <br />• Criterion 2: Does the project include applicable control measures from the AQP? <br />• Criterion 3: Does the project disrupt or hinder implementation of any AQP control measures? <br /> <br />Criterion 1 <br />The primary goals of the 2017 Clean Air Plan, the current AQP to date, are to: <br />• Attain air quality standards; <br />• Reduce population exposure to unhealthy air and protecting public health in the Bay Area; and <br />• Reduce GHG emissions and protect the climate. <br /> <br />A measure for determining if the proposed project supports the primary goals of the AQP is if the <br />proposed project would result in an increase in the frequency or severity of existing air quality <br />violations, cause or contribute to new violations, or delay timely attainment of air quality standards <br />or the interim emission reductions specified in the AQPs. The development of the AQP is based in <br />part on the land use general plan determinations of the various cities and counties that constitute <br />the Air Basin. The City of Pleasanton General Plan Land Use Element designates the project site as <br />Retail/Highway Service/Commercial/Business and Professional Offices, which is generally intended <br />to accommodate retail, commercial, and professional office uses, and may accommodate warehouse <br />under certain circumstances.15 Therefore, the proposed project is considered consistent with the <br />General Plan land use designation. Because the proposed project would not increase the VMT <br />generated during project operation compared to the assumptions used in the AQP, it is reasonable to <br />conclude that the proposed project would not adversely affect implementation of the AQP. <br /> <br />13 The EPA has established National Ambient Air Quality Standards (NAAQS) for six of the most common air pollutants—carbon <br />monoxide, lead, ground-level ozone, particulate matter, nitrogen dioxide, and sulfur dioxide—known as “criteria” air pollutants (or <br />simply “criteria pollutants”). <br />14 A greenhouse gas is any gaseous compound in the atmosphere that is capable of absorbing infrared radiation, thereby trapping and <br />holding heat in the atmosphere.
