City of Pleasanton–10x Genomics Project <br />Initial Study/Mitigated Negative Declaration Introduction <br /> <br /> <br />FirstCarbon Solutions 1 <br />Https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480024/ISMND/wp/21480024 10x Genomics Project Full Screencheck ISMND.docx <br />SECTION 1: INTRODUCTION <br />1.1 - Purpose <br />The purpose of this Initial Study/Mitigated Negative Declaration (IS/MND) is to identify any potential <br />environmental impacts that would result from implementation of the 10x Genomics Project <br />(proposed project) in the City of Pleasanton, California. The proposed project would result in the <br />redevelopment of the site for commercial and office uses, Research and Development (R&D), and <br />light laboratory manufacturing for 10x Genomics (Applicant), a biotechnology company <br />headquartered in Pleasanton, California. Pursuant to California Environmental Quality Act (CEQA) <br />Guidelines Section 15367, the City of Pleasanton has discretionary authority over the proposed <br />project and is the Lead Agency in the preparation of this Draft IS/MND and any additional <br />environmental documentation required for the proposed project. The intended use of this document <br />is to determine the level of environmental analysis required to adequately analyze the proposed <br />project pursuant to the requirements of CEQA and to provide the basis for input from public <br />agencies, organizations, and interested members of the public. <br />The remainder of this section provides a brief description of the project location and the primary <br />project characteristics. Section 2 includes an environmental checklist that provides an overview of <br />the potential impacts that may result from project implementation, elaborates on the information <br />contained in the environmental checklist, and provides justification for each checklist response. The <br />List of Preparers is included in Section 3. <br />1.2 - Project Location <br />The project site is located in the northwestern portion of the City of Pleasanton, in Alameda County, <br />California (Exhibit 1). The 14.75-acre project site corresponds to Assessor’s Parcel Number (APN) <br />941-1201-026, located at 1701 Springdale Avenue. The project site is surrounded by Stoneridge Mall <br />Road to the north and east, Stoneridge Drive to the south, and Springdale Avenue to the west. <br />Regional access to the site is provided by Interstate 580 (I-580), and Interstate 680 (I-680) (Exhibit 2). <br />The West Dublin/Pleasanton Bay Area Rapid Transit (BART) station is located approximately 0.5 mile <br />north of the side, adjacent to I-580. <br />1.3 - Environmental Setting <br />The project site is currently developed with a surface-paved parking lot and Pleasanton Plaza, which <br />is a 163,500-square-foot single-story, multi-tenant retail/commercial shopping center. At the time <br />that this Draft IS/MND was prepared, the City had issued a demolition permit for the existing <br />buildings. Demolition of the buildings was completed in Spring 2021. <br />The project site is in an urbanized commercial area characterized by a variety of uses including <br />Stoneridge Shopping Center; retail plazas; office and commercial centers; Kaiser Permanente <br />Medical Center offices; hotels; and multi-family residential housing.
