Ordinance No.2216 <br /> Page 4 of 20 <br /> disconnect the premises from the water system for nonpayment of water bills; and (b) <br /> cause an action at law to be brought on behalf of the city against the person responsible <br /> for payment of such bill to recover the amount of such bill and the costs of such action. <br /> 2. For situations involving significant unpaid amounts which have been <br /> delinquent for a long period of time involving accounts where service was requested by <br /> the property owner, the director may impose a lien on the property for the unpaid <br /> amount plus penalties as provided in California Government Code Section 43008. <br /> E. Whenever any premises have been disconnected from the water system for any <br /> violation of this chapter, such premises shall not be reconnected to the water system <br /> until all delinquent charges have been paid, together with applicable charges as <br /> provided in the master fee schedule, and until a security deposit is established pursuant <br /> to Section 14.04.075. When any person's premises have been disconnected from the <br /> water system under the provisions of this subsection, the director shall inform him or her <br /> of the reason for the disconnection and of his or her right of appeal under this chapter. <br /> F. Notwithstanding the measures described above, the city manager, in consultation <br /> with the director of operation services, is authorized to administratively adopt, and <br /> amend as needed, a policy for discontinuance of residential water service for non- <br /> payment as required by California Health and Safety Code Section 116900 et seq. (the <br /> Water Shutoff Protection Act). The provisions of such administrative policy shall <br /> supersede any conflicting provisions of this chapter. <br /> Chapter 17.08 FLOOD DAMAGE PREVENTION <br /> 17.08.150 Standards—Construction. <br /> In all areas of special flood hazards, the following standards are required: <br /> A. Anchoring. <br /> 1. All new construction and substantial improvements shall be anchored to <br /> prevent flotation, collapse or lateral movement of the structure resulting from <br /> hydrodynamic and hydrostatic loads, including the effects of buoyancy. <br /> 2. All manufactured homes shall meet the anchoring standards of Section <br /> 17.08.180. <br /> B. Construction Materials and Methods. <br /> 1. All new construction and substantial improvements shall be constructed <br /> with materials and utility equipment resistant to flood damage. <br /> 2. All new construction and substantial improvements shall be constructed <br /> using methods and practices that minimize flood damage. <br /> 3. All new construction and substantial improvements shall be constructed <br /> with electrical, mechanical, heating, ventilation, plumbing and air conditioning <br /> equipment and other service facilities that are designed and/or located so as to prevent <br /> water from entering or accumulating within the components during conditions of <br /> flooding. <br /> 4. Require within Zones AH or AO adequate drainage paths around <br /> structures on slopes to guide floodwaters around and away from proposed structures. <br /> C. Elevation and Floodproofing. <br />
