RESOLUTION NO. 21.1221 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON <br />APPROVING THE 2O2O URBAN WATER MANAGEMENT PLAN, WATER SHORTAGE <br />CONTINGENCY PLAN AND 2015 URBAN WATER MANAGEMENT PLAN UPDATE <br />FOR DELTA PLAN POLICY <br />WHEREAS, in "Urban Water Management Plan Act' (AB 797 of 1983) requires that <br />specified urban water suppliers, such as the City of Pleasanton, adopt Urban Water Management <br />Plans, and every five years thereafter adopt updated plans for the conservation and efficient use <br />of water; and the "Water Conservation Act of 2009" (SBx7-7) specifles reductions of urban per <br />capita water; and <br />WHEREAS, the City most recently updated its Urban Water Management Plan in 2015; <br />and <br />WHEREAS, the City has prepared a 2020 Urban Water Management Plan (U\ /MP) <br />describing the City's service area, existing and planned sources of water, reliability of the supply; <br />water demand and use projections; water conservation and demand management measures; <br />water shortage contingency analysis; recycled water use; and <br />WHEREAS, the UWMP contains a Water Shortage Contingency Plan (WSCP) defining <br />City actions to address stages of drought and catastrophic supply interruptions from power <br />outage, earthquakes, or other disasters; and <br />WHEREAS, California regulations (23 C.C.R. 55003) also requires the City to show <br />consistency with the Delta Plan Policy WR P1, which the City has done in the 2015 Urban Water <br />Management Plan Update for Delta Plan Policy; and <br />WHEREAS, the City prepared the UWMP, WSCP, and the 2015 Urban Water <br />Management Plan Update for Delta Plan Policy in coordination with other appropriate agencies, <br />as well as provided notice to the public of its intent to adopt the documents, has made the draft <br />documents available for public review, and has encouraged the public to provide comment; and <br />WHEREAS, City properly noticed and held a public hearing on June 1, 2021 prior to <br />adoption of said 2020 UWMP, WSCP and the 2015 Urban Water Management Plan Update for <br />Delta Plan Policy for the purpose of allowing public comment. <br />NOW, THEREFORE BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF <br />PLEASANTON DOES RESOLVE, DECLARE, DETERMINE AND ORDER THE FOLLOWING: <br />SECTION 1. The City Council adopts the: (a) 2020 Urban Water Management Plan - <br />Exhibit A and Appendices Exhibit B (b) Water Shortage Contingency Plan - Exhibit C; and (c) <br />2015 Urban Water Management Plan Update - Exhibit D, and directs staff to file such <br />documents as required with the California Department of Water Resources. <br />SECTION 2. This resolution shall become effective immediately upon its passage and <br />adoption.
