Note that, although the <br /> illustrative "birds eye" view of the project at buildout, in Figure 2, shows all three <br /> buildings with identical architecture, these later building have not yet been designed, <br /> and may incorporate different architectural elements that nonetheless complement <br /> Building 1. <br /> A condition of approval also requires subsequent Design Review applications be <br /> submitted for each future phase and be subject to Planning Commission consideration. <br /> A separate condition (COA No. 8) makes it clear that the setbacks specified are <br /> minimums, and the Planning Commission may, through subsequent design review, <br /> require modifications to ensure the buildings would be attractive, well-articulated, and <br /> be sensitively sited and designed to avoid over-concentrating building height and <br /> massing towards the project frontages. <br /> Grading and Drainage <br /> The subject site is relatively level, and the applicant is proposing to generally maintain <br /> the existing grades. Site drainage will be directed towards landscaped bio-retention <br /> planters located in various areas of the subject site for retention and treatment before <br /> draining into the City's storm drain system. As conditioned, staff finds the proposed <br /> grading and drainage plan to be acceptable and in compliance with applicable <br /> stormwater runoff requirements. <br /> Signage <br /> Wall-mounted signage has been shown conceptually on the north and south sides of <br /> Building 1, but no sign details have been provided at this time. Staff finds the general <br /> location and size of the signs to be acceptable. Staff anticipates ground-mounted <br /> project identification and directional monument signs would also be proposed. A <br /> condition has been included that requires the applicant to submit a comprehensive sign <br /> program for the project which will be subject to the review and approval by the Director <br /> of Community Development. <br /> Green Building <br /> As required by the City's Green Building Ordinance, the proposed project is required to <br /> meet at least a LEED (Leadership in Energy and Environmental Design) "Certified" <br /> level, which is equal to a score of 40 or more credit points on the LEED Green Building <br /> Checklist for New Construction and Major Renovations. The proposed Development <br /> Agreement requires the project to meet a minimum LEED Gold equivalent level of <br /> energy efficiency, although, Building 1 may qualify for LEED Platinum level of points. <br /> Based on the enhanced LEED-equivalent performance of the building, well above the <br /> minimum requirements, staff supports the applicant's green building measures in the <br /> project. <br /> 25 <br />
