20 <br /> THE CITY OF <br /> CITY COUNCIL AGENDA REPORT <br /> PLEASANTON‘ <br /> June 15, 2021 <br /> Community Development <br /> TITLE: CONSIDER: (1) ADOPTION OF A RESOLUTION ADOPTING A MITIGATED <br /> NEGATIVE DECLARATION (MND); (2) INTRODUCTION OF AN <br /> ORDINANCE FOR A PLANNED UNIT DEVELOPMENT (PUD) REZONING <br /> TO REZONE THE SUBJECT PARCEL FROM C-R (P) (REGIONAL <br /> COMMERCIAL - PERIPHERAL SITES) DISTRICT TO PUD-C-O (PLANNED <br /> UNIT DEVELOPMENT — COMMERCIAL-OFFICE) DISTRICT AND A PUD <br /> DEVELOPMENT PLAN TO CONSTRUCT UP TO THREE NEW MULTI- <br /> STORY RESEARCH AND DEVELOPMENT, OFFICE AND LABORATORY <br /> BUILDINGS TOTALING APPROXIMATELY 381,000 SQUARE FEET, A <br /> PARKING STRUCTURE, AND RELATED SITE IMPROVEMENTS OVER <br /> MULTIPLE PHASES; AND (3) INTRODUCTION OF AN ORDINANCE FOR <br /> A DEVELOPMENT AGREEMENT TO VEST THE ENTITLEMENTS FOR <br /> THE PUD REZONING AND DEVELOPMENT PLAN AT 1701 SPRINGDALE <br /> AVENUE FOR 10X GENOMICS <br /> SUMMARY <br /> The subject applications propose to: (1) rezone the subject parcel from C-R (p) <br /> (Regional Commercial - peripheral sites) District to PUD-C-O (Planned Unit <br /> Development — Commercial-Office) District; (2) construct up to three new multi-story <br /> research and development, office and laboratory buildings totaling approximately <br /> 381,000 square feet, a parking structure, and related site improvements over multiple <br /> phases; and (3) approve a Development Agreement to vest the entitlements for the <br /> project. PUD Rezoning and Development Plan applications are required, since the <br /> proposed mix of land uses are not expressly allowed by the current zoning, and the <br /> planned master campus layout of the proposed site improvements require flexibility and <br /> relief from the prescribed development standards of the current zoning district which are <br /> typically considered on a case-by-case basis pursuant to the Pleasanton Municipal <br /> Code (PMC). The applications were previously reviewed by the Planning Commission <br /> as a work session item on November 18, 2020, and for recommendation to the City <br /> Council on May 26, 2021. The Planning Commission voted unanimously to recommend <br /> approval of the applications, which are now before the City Council for consideration. <br /> RECOMMENDATION <br /> 1. Adopt a resolution adopting the MND (Attachment 1A). <br /> 2. Introduce an ordinance making the PUD findings and approving Cases PUD-139 <br /> and P20-0973, subject to the draft conditions of approval (Attachment 1 B). <br /> 3. Introduce an ordinance approving the Development Agreement (Attachment 1C). <br />
