BASIS OF DESIGN REPORT EXECUTIVE SUMMARY I PEAS TREATMENT AND WELL REHABILITATION PROJECT I CITY OF PLEASANTON <br /> ES.4 Project Implementation <br /> The following contracts are recommended to support implementation of the Project: <br /> • Final Design Services—This contract would entail hiring a consultant to perform final <br /> design and related services such as field investigations and CEQA report preparation. <br /> • PFAS Treatment Media Procurement—It is recommended that the treatment media <br /> vendor be selected by the City during final design and separate from the general <br /> construction contract to enable selection of the vendor based on a low life-cycle cost <br /> basis(supported by vendor media testing)and to coordinate the terms of the <br /> maintenance agreement. <br /> • PFAS Vessels Procurement—It is recommended that the vessels be procured by the City <br /> during final design and separate from the general construction contract due to their long <br /> lead time and to mitigate potential schedule delays. <br /> • Well 9 and 10 Casing Installation—It is recommended that the well casings be installed <br /> during final design and separate from the general construction contract to confirm well <br /> performance and incorporate pumping system requirements into the final design prior <br /> to bidding out the overall Project. <br /> • Project Construction—This would be a traditional public works contract awarded to the <br /> lowest,responsible bidder to construct the overall Project. <br /> • Construction Support Services—These contracts would include third-party construction <br /> management and engineering services. <br /> Figure 6 summarizes the project schedule,key tasks,and durations for delivery of the Project.A <br /> detailed project schedule is included in Appendix B.The design phase is estimated to be <br /> complete by early 2023.Well 9 and 10 casing installation(which is recommended to occur prior <br /> to finalizing design as discussed above)is recommended to occur during winter of 2022 since <br /> existing Wells 5 and 6 may need to be turned off during the installation and customer demands <br /> are lowest during this time period.The Project would be bid for construction early 2023. <br /> Construction of the CTF,the pipeline,and Wells 8 and 9 would occur first and is estimated to be <br /> complete by May 2024,around the time DDW is anticipated to issue a final MCL. During this <br /> construction period,existing Well 5 and 6 would remain operational.After Wells 8 and 9 are <br /> commissioned and operational through the CTF,existing Wells 5 and 6 would be removed from <br /> service and construction of Well 10 would occur.The construction of Well 10 and final <br /> completion of the Project would be completed by December 2024. <br /> C Cr^"^ DRAFT MAY 2021 11 <br />
