Mayor Brown remarked the City Council is doing this by dipping so deeply into the Lower Income <br /> Housing Fund. She advised the fund is not just to construct new houses but also to help keep people in <br /> their current homes. <br /> MOTION: It was m/s by Testa/Narum to approve the Civic Arts Commission and Housing <br /> Commission's grant recommendations. Motion passed by the following vote: <br /> Ayes: Councilmembers Arkin, Balch, Narum, Testa, Mayor Brown <br /> Noes: None <br /> Absent: None <br /> MOTION: It was m/s by Narum/Balch to adopt and waive full reading of Resolution No. 21-1210 <br /> approving the allocation of Housing and Human Service Grant and Community Grant funds for FY <br /> 2021/22 and authorize the City Manager to enter into individual contract with each agency receiving <br /> grant funding and take all other actions necessary to carry out Housing and Human Services Grants <br /> and Community Grant programs for FY 2021/22. Motion passed by the following vote: <br /> Ayes: Councilmembers Arkin, Balch, Narum, Testa, Mayor Brown <br /> Noes: None <br /> Absent: None <br /> Housing Program Manager Hernandez reported the annual Action Plan is required to receive the <br /> annual allocation of CDBG Funds for FY 21/22 and listed the programs which will be receiving CDBG <br /> Funds from the City. He noted there is also a Section 108 loan being repaid by helping Axis Community <br /> Health acquire its building on Las Positas Blvd and advised there are administrative fees the City can <br /> self-allocate. He advised federal CDBG programs have a 15% public services cap and noted those two <br /> are Open Heart Kitchen and Spectrum. He added there is a 20% cap for staff to administer the CDBG <br /> program which leaves 65% to go towards capital improvements like the Vineyard 2.0 project. He <br /> advised there is no direct fiscal impact to the City by approving the Action Plan, but it is required for the <br /> City to receive the $362,689 in CDBG Funds. He reported the deadline for Action Plan submission is <br /> May 14. <br /> Mayor Brown opened and closed the public hearing. <br /> MOTION: It was m/s by Arkin/Testa approve the Annual Action Plan for Fiscal Year 2021, and direct <br /> staff to submit to Housing and Urban Development (HUD). She reported attendance at the Contra Costa Transportation Authority's <br /> Innovate 680 on behalf of LAVTA. <br /> Councilmember Arkin reported on attendance at the City/School Liaison meeting, the Altamont <br /> Community Monitor Committee meeting, Altamont Landfill Open Space Committee meeting, the <br /> StopWaste meeting as the alternate for Councilmember Balch and at the Planning Commission's <br /> conference with the League of California Cities. <br /> City Council Minutes Page 14 of 15 April 20, 2021 <br />
