Consistency with Delta Plan Policy WR P1 <br /> The City's wholesale water supplier, Zone 7 Water Agency, is required to prepare an <br /> addendum to its 2015 UWMP to demonstrate consistency with Delta Plan Policy WR <br /> P1, Reduce Reliance on the Delta Through Improved Regional Water Self-Reliance <br /> (Cal. Code Regs. tit. 23, § 5003) (2015 UWMP Addendum), to support a certification of <br /> consistency for a future covered action, such as State approved water transfers and <br /> exchanges via Delta conveyance facilities. As a result of Zone 7 Water Agency's future <br /> covered action, the City is required under the Sacramento-San Joaquin Delta Reform <br /> Act of 2009 to provide information in the 2015 and 2020 UWMPs that demonstrates <br /> consistency with Delta Plan Policy WR P1, Reduced Reliance on the Delta Through <br /> Improved Regional Water Self-Reliance (WR P1). Zone 7's actions to show consistency <br /> include water use efficiency, conjunctive use projects, and other local water supply <br /> projects that are outside of the Delta. City water supply contributions that assist in <br /> demonstrating reduced reliance on the Delta include local recycled water use, the City's <br /> groundwater pumping quota, and continued promotion of water use efficiency through <br /> water conservation programs. The policy identifying the way water suppliers can <br /> demonstrate consistency was established after the original 2015 UWMP. Therefore, <br /> Adoption of the 2015 UWMP Update fulfills the WR P1 requirement. <br /> CONCLUSION <br /> The City provided Notice of Preparation, Notice of Availability, and Notice of Public <br /> Hearing, for the Draft 2020 UWMP, Draft WSCP, and Draft 2015 UWMP Update, in <br /> accordance with the California UWMP Act to applicable agencies, the county, as well as <br /> local organizations as an opportunity for the public to provide input on these documents. <br /> Staff is recommending adoption of the City's Draft 2020 UWMP, Water Shortage <br /> Contingency Plan, and 2015 UWMP Update. <br /> Submitted by: Fiscal review: Approve by: <br /> \L \`�L <br /> Kathleen Yurchak Tina Olson Nelson Fialho <br /> Director of Operations Director of Finance City Manager <br /> and Water Utilities <br /> Attachments: <br /> 1.
