Public Comments for February 10, 2021 Planning Commission Meeting <br /> From: Peter MacDonald <br /> Sent: Friday, February 5, 2021 3:31 PM <br /> To: Melinda Denis <br /> Cc: Ellen Clark; Rochelle Stone <br /> Subject: Comments on Item 6 On Planning Commission Agenda -2-10-2021 <br /> Please provide these comments to the Planning Commission: <br /> Good evening Honorable Chair, and Members of the Commission, <br /> I stumbled on this Item while responding to Item 5 on your agenda. <br /> Again, I am writing as private citizen, and not being paid by any client. I run <br /> a downtown business, and am a longtime fan of downtown Pleasanton. <br /> 1 . The Staff Report references a letter submitted by the applicant <br /> explaining her proposed 25% retail business. Why is that not provided to <br /> the Planning Commission? <br /> 2. The Staff Report references Resolutions drafted to approve, or to deny, <br /> the application. Why are those draft Resolutions not included in the <br /> Planning Commission materials? <br /> 3. The Staff Report quotes PMC 18.81 .020 C: <br /> "C. For tenant spaces accommodating multiple uses, a minimum of <br /> the first 25-percent of the depth of tenant space (measured perpendicular <br /> to the façade fronting a designated active street) must be occupied with an <br /> active use." <br /> If that qualification is met, there should be no Planning Commission agenda <br /> item. That is an objective, fact determination. It is not within the Planning <br /> Commission's or Staff's discretion to forbid a permitted use. <br /> 4. As covid has emptied out buildings in downtown Pleasanton, the City <br /> needs to work with landlords and businesses trying to survive. <br /> 5. When this ordinance was adopted, I pointed out that cities which <br /> manage their allowed downtown uses on a business by business basis, <br /> almost always wind up with empty buildings and struggling <br /> businesses. For example, in driving banks out of the downtown, the City is <br /> Distributed to City Council for June 1, 2021, meeting Page 4 <br />
