Location and Notification Map <br /> STAFF RECOMMENDATION <br /> Consider the additional information provided by the applicant with respect to inclusion of a <br /> retail component of the business in addition to the office use within the tenant space, and on <br /> this basis, whether an exception to the Active Ground Floor Use is required. If the Planning <br /> Commission determines an exception is required based on the characteristics of the proposed <br /> use, staff recommends the Planning Commission deny the appeal, thereby upholding the <br /> Director of Community Development's determination, based on the findings in Exhibit A. <br /> EXECUTIVE SUMMARY <br /> The applicant is appealing the Director of Community Development's determination denying an <br /> exception to the Active Ground Floor Use Requirement. The denial was based on two separate <br /> but related considerations: 1) The applicability of the Downtown Specific Plan (DSP) and <br /> Pleasanton Municipal Code's (PMC) Active Ground Floor Use requirements, meaning it was <br /> P21-0033, 550 Main Street Planning Commission <br /> 1 of 8 <br />
