There were five bids <br /> received, ranging from the low bid amount of$3,457,440 to the high bid amount of <br /> $3,927,729. The low bid amount is approximately 2 percent lower than the Engineer's <br /> Estimate of$3,533,988. Past work performed by A. Teichert & Son, Inc. was verified to <br /> be satisfactory. Staff recommends award of the construction contract to the lowest <br /> bidder, A. Teichert & Son, Inc. <br /> Consultant/Specialty Services: <br /> Consulting testing services will be provided under the City's existing on-call materials <br /> testing contracts. The testing services are required to provide specialty testing of the <br /> materials and density checks in conformance with the City's Quality Assurance Program <br /> for paving. The testing is estimated to cost $25,000. <br /> To prevent damage from construction equipment to the trees located adjacent to the <br /> street on which work will occur, tree trimming/pruning is needed. The City's on-call tree <br /> service contractor, West Coast Arborists, Inc., will provide this service at an estimated <br /> cost of$20,000. <br /> Budget <br /> This project is an annual project funded as part of the 2021/22 CIP, with a programmed <br /> funding amount of$3.2 million. Funding from OBAG II, CIP No. 17508, was transferred <br /> to this project to cover the cost of the 1-580 and Hacienda Drive overcrossing pavement <br /> rehabilitation work within the Caltrans right-of-way that was added to this project. The <br /> work was not completed under the OBAG II project due to delays with the required <br /> permit from Caltrans. In addition, project funds from last year's Annual Resurfacing and <br /> Reconstruction Project, CIP No. 20503, were transferred into the project to replace <br /> funds transferred out to the Annual Curb and Gutter Project, CIP 21509. <br /> Project funding totals $3,658,368, with $213 expended to date to advertise the bidding <br /> opportunity. The total estimated project expenditure, including the contingency, is <br /> $3,849,897, leaving a project shortfall of$191,529. Staff recommends the appropriation <br /> of$191,529 from CIPR as outlined in the recommendations, to complete funding for this <br /> project. Funding and anticipated project expenditures are detailed in Attachment 1. <br /> Funding for this project includes funds from several local and state transportation <br /> measures to improve the condition of the Local, County and State road systems.
