Chapter 3 <br />System Description <br />THE CITY OF <br />PLE ASANTON . <br />3.5 SERVICE AREA POPULATION AND DEMOGRAPHICS <br />During the past two decades, the City has experienced a diverse pattern of growth including substantial <br />new residential, commercial, office, and industrial development. As a small suburban city, the City has <br />developed a reputation as a desirable place in which to live and work, with an excellent school system, <br />fine parks and recreational facilities, a traditional downtown area, and a low crime rate. Land use planning <br />within the City's service area is guided by the City's General Plan (2005-2025) and Housing Element <br />(2015-2023). <br />Single family residential remains the largest water customer sector in Pleasanton (59 percent of all potable <br />demands in 2020). <br />3.5.1 Service Area Population <br />Based on Census data' and persons -per -connection adjustments, the City's 2020 service area population <br />was estimated to be 82,977. Future population estimates for the City's service area are based on Zone 7's <br />2020 Tri -Valley Municipal and Industrial Water Demand Study2 (Regional Demand Study). By 2045, <br />Pleasanton's population is projected to grow by approximately 22 percent to 100,913. <br />The current and projected populations in the City's service area are presented in Table 3-2. <br />Table 3-2. However, differences in household water use across sociodemographic groups in <br />the City have not been studied, nor does the City differentiate water management by sociodemographic <br />factors. To comply with the new regulation, the following social, economic, and demographic information <br />from the U.S. Census Bureau3 is provided. Information is for the five-year period from 2015 to 2019. <br />• The average number of people per household was 2.8 <br />• The median household income was $156,400 <br />• The owner -occupied housing unit rate was 69.9 percent, with a median owner -occupied <br />home value of $986,800 <br />• The median age was 42.4 years <br />1 United States Census Bureau.
