• Has an FAR of less than 0.75; <br /> • Includes more parking for use by residents, customers, or employees of the project <br /> than required by the jurisdiction (if the jurisdiction requires the project to supply <br /> parking); <br /> • Is inconsistent with the applicable Sustainable Communities Strategy (as determined <br /> by the lead agency, with input from the Metropolitan Planning Organization); or <br /> • Replaces affordable residential units with a smaller number of moderate- or high- <br /> income residential units. <br /> Criteria 1: The project would generate over 3,680 net-new vehicle trips per day and does not <br /> meet Criterion 1. <br /> Criteria 2: VMT per employee maps have been prepared for the East Planning Area by the <br /> Alameda CTC, which includes the subject site. The existing average VMT per employee in the <br /> East Planning Area is 15.2 miles and in Alameda County is 15.9 miles. Based on the <br /> significance criteria presented in Chapter 1 of the Traffic Study, the project would need to <br /> generate no more than 12.9 VMT per employee if the East Planning Area average is selected <br /> as the target (0.85 of 15.2 VMT) or 13.5 VMT per employee if the Alameda County average is <br /> selected as the target (0.85 of 15.9 VMT). Based on the East Planning Area maps, the Traffic <br /> Analysis Zone (TAZ) the proposed project is within, generates an average of 11.71 VMT per <br /> employee. This is an indication of the expected VMT per employee associated with the <br /> proposed project, which shows it is expected to generate less than 85 percent of either the <br /> local or regional average.
