He stated the traffic study would be based on <br /> multi-purpose room use. <br /> Chair Brown asked Mr. Tassano to weigh in on the closure on Laurel Creek Drive. Mr. <br /> Tassano explained that drivers utilized Laurel Creek Drive to avoid traffic signals and make <br /> illegal right turns, so it was blocked off. <br /> Commissioner Gaidos asked if there was a requirement for a pedestrian sidewalk and stated it <br /> would not connect to any other pathways. Mr. Tassano discussed the Complete Streets Policy <br /> requiring the sidewalk. <br /> ARRIVAL <br /> Commissioner Pace was noted as being present. He asked the nearest homes to the <br /> perimeter of the project and the distance between the nearest home and the proposed <br /> structure. Ms. Hagen stated the home to the left was located about 10 feet from the property <br /> line, and the church was located approximately 35 feet from the property line, providing a <br /> combined distance of approximately 45 feet between the home and the church building. She <br /> stated the sanctuary building and dome would be approximately 200 feet from the property <br /> line. Commissioner Pace asked the visual impacts and potential privacy issues. Ms. Hagen <br /> explained there were no second story windows on the west side of the building that would <br /> provide views of adjacent properties. <br /> Commissioner Ritter asked if there were other Greek Orthodox churches in the City that were <br /> larger and if they were in rural or urban settings. Ms. Hagen suggested the applicant respond <br /> during the presentation. <br /> Commissioner Nibert asked about the Heritage Trees, to which Chair Brown suggested the <br /> arborist comment during the presentation. Commissioner Nibert requested clarification on the <br /> street improvement plan. Ms. Hagen stated the plan was approved with the previous project <br /> approval and included a deceleration right turn lane into the site, left turn lane into the site from <br /> Dublin Canyon Road and striped bicycle lanes. <br /> Chair Brown asked if the community center was specific to the Greek Orthodox Church. Ms. <br /> Hagen stated, according to the project narrative, it was intended for the church community's <br /> use. Chair Brown asked if there had been any negative comments on the project. Ms. Hagen <br /> stated there were none, only 30 comments in favor of the project. <br /> THE PUBLIC HEARING WAS OPENED <br /> Applicant Guy Houston gave a presentation on the project including compliance with the <br /> General Plan; history of the property; public benefits including meandering sidewalk, retention <br /> of trees; undergrounding of utilities; and the limited impacts of church use. <br /> For the applicant, Architect Michael Goldsworthy gave a presentation regarding the proposed <br /> site plan; building layouts; stormwater control; property access; parking; efforts to maintain <br /> rural character; community and church buildings; design specifics; building materials; <br /> Planning Commission Minutes Page 3 of 10 April 14, 2021 <br />
