Policies and Programs: Establish policies and programs to fulfill the identified <br /> housing needs. <br /> During the Housing Element Update, the City Council, Planning Commission, Housing <br /> Commission, and the public will have the ability to provide input on each key project <br /> milestone. <br /> Background: 4th, 5t" 6th Cycle Housing Elements; and 6th Cycle RHNA Process and <br /> Status <br /> The attached Planning Commission agenda report provides a detailed and <br /> comprehensive overview of the 4th, 5t" and 6th Cycle Housing Element RHNA <br /> requirements and status of the ongoing RHNA process. Staff has provided multiple <br /> status reports to the Council over the past 6 months on the ABAG/MTC process, most <br /> recently on March 16, 2021. The last update reported the ABAG Executive Board's <br /> adoption of the draft RHNA methodology in January, and subsequent submittal for HCD <br /> review on February 11, 2021. Since then, on April 12, 2021, HCD issued a letter to <br /> ABAG/MTC indicating the proposed methodology's conformance to a series of statutory <br /> objectives defined by State law. Starting in May 2021 , ABAG/MTC will begin the process <br /> to issue draft RHNA allocations and specify the procedure and timeframe for the <br /> mandated local jurisdiction review and appeal process, before the RHNA is finalized later <br /> this year. As noted in previous reports to the City Council, Pleasanton intends to submit <br /> an appeal of the Draft RHNA allocation, based on concerns previously raised during the <br /> process. <br /> Staff will continue to monitor the RHNA process outcomes; but will use the most recently <br /> published estimate as a "working" number through the initial phases of the Housing <br /> Element update. The final RHNA allocation will be issued in late 2021 , providing sufficient <br /> time for the City to make any needed adjustments to the sites inventory or other <br /> components of the Housing Element.
