CITY COUNCIL AGENDA REPORT <br /> � I I I <br /> LEASANTON© <br /> May 18, 2021 <br /> Community Development <br /> TITLE: INTRODUCTION OF THE 2023-2031 (6th RHNA CYCLE) HOUSING <br /> ELEMENT UPDATE AND 6th CYCLE REGIONAL HOUSING NEEDS <br /> ALLOCATION PROCESS INCLUDING REVIEW OF THE DRAFT PUBLIC <br /> PARTICIPATION PLAN <br /> SUMMARY <br /> The City of Pleasanton is initiating the process to update the Housing Element of the <br /> General Plan. The 6th Cycle Housing Element, which will cover the eight-year period <br /> between 2023-2031, must be adopted by January 2023. This introductory meeting serves <br /> as an official launch for the Housing Element Update and includes an introduction to Lisa <br /> Wise Consulting (LWC) who will be assisting staff with this effort.' This report provides an <br /> overview of the Housing Element Update process, including an update on the 6th Cycle <br /> Regional Housing Needs Allocation process, a report on status of the current (5th Cycle) <br /> Housing Element, and changes to Housing Element law since the last update. Finally, this <br /> report includes an outline of the overall scope of work for the update and provides an <br /> opportunity for review and input by the City Council on the planned public outreach <br /> program and key policy considerations for the Update. <br /> RECOMMENDATION <br /> 1) Receive an introduction to the Housing Element Update and update on the Regional <br /> Housing Needs Allocation (RHNA) process; and <br /> 2) Provide input on the Public Participation Plan <br /> 3) Provide input on the key policy considerations for the Update. <br /> FINANCIAL STATEMENT <br /> There is no financial impact anticipated as a result of this initial discussion. The majority <br /> of the cost of the update will be paid by approved grant funding (LEAP and REAP grant <br /> programs) with the remainder to be paid by the Lower Income Housing Fund, as <br /> approved in conjunction with the professional service agreements approved by the City <br /> Council on March 16, 2021. <br /> In addition to LWC,the City has secured the services of First Carbon Solutions(FCS)to assist in the preparation of <br /> appropriate environmental documents for compliance with the California Environmental Quality Act(CEQA), <br /> including an Environmental Impact Report(EIR). <br />
