BACKGROUND <br /> The flushertruck is a critical piece of equipmentfor the utility maintenance operations <br /> and is used daily to clear the City's 247 miles of sewer lines and 196 miles of storm <br /> lines to prevent flooding.The current flusher truck is a 2005 Sterling L-7501 with 55,944 <br /> miles and has a 12-year useful life.The flushertruck is due for replacement in 2022, <br /> howeverfailure of the mounting of the body to the frame of the flushertruck has <br /> expedited the need for replacement. To date, $91,273.91 has been spent on <br /> maintenance.Staff has rented a similar vehicle to continue the work until a replacement <br /> truck can be purchased. <br /> Staff conducted research and assessed other agencies'flusher trucks and is <br /> recommending a 2021 Vac-Con Hot Shot HS1000 mounted on a Peterbilt 4 X 2 truck <br /> chassis to replace the existing unit.This proposed truck has more safety features such <br /> as an anti-locking braking system, enhanced lighting,and a backup camera. <br /> Additionally,the current unit has a maximum water capacity of 1,000 gallons and the <br /> new flusher can store up to 2,500 gallons,therefore reducing staff time for refilling the <br /> storage tank. <br /> DISCUSSION <br /> Sou rcewell,formerly known as National Joint Powers Alliance(NJPA)was established <br /> with the statutory purpose to assist public agencies in meeting specific needs which are <br /> more efficiently delivered cooperatively than by an entity individually. Sourcewell clients <br /> are able to utilize cooperative purchasing contracts through similarjoint powers, <br /> intergovernmental cooperation,or cooperative purchasing laws in their respective <br /> jurisdiction.
