She confirmed not agreeing to the voluntary expenditure limit would be an <br /> option if a Mayoral candidate wanted to self-fund for more than $25,000. <br /> MOTION: It was m/s by Arkin/Testa to direct staff to write an ordinance establishing a voluntary <br /> campaign contribution limit of $1,000 per individual and a voluntary expenditure limit of $15,000 for a <br /> City Council election and $25,000 for a mayoral election. Motion passed by the following vote: <br /> Ayes: Councilmembers Arkin, Testa, Mayor Brown <br /> Noes: Councilmembers Balch, Narum <br /> Absent: None <br /> MATTERS INITIATED BY COUNCIL <br /> In response to Councilmember Arkin's inquiry, City Manager Fialho confirmed staff can investigate <br /> revising the Nexus Study for affordable housing fees as part of the City Council Work Plan <br /> Councilmember Balch requested staff compile a report on campaign disclosure compliance on Form <br /> 460s from the 2020 election in the interest of transparency. Councilmember Narum expressed support <br /> citing many issues on the disclosures and forms not being filed on time. Councilmember Balch <br /> recommended the report to look at potential penalties for non-compliance with a potential ordinance. A <br /> majority of the Council did not concur with the request. <br /> COUNCIL REPORTS <br /> Councilmember Narum reported attending the i-GATE Board meeting, the East Bay Community Energy <br /> Board retreat, and the Tri-Valley - San Joaquin Valley Regional Rail Authority Board meeting. <br /> Councilmember Balch reported attending the Innovation Tri-Valley Leadership meeting. <br /> Councilmember Arkin reported attendance at the State of the City address, the City-PUSD liaison <br /> meeting, Alameda County Supervisor Nathan Miley's Pleasanton community meeting and the <br /> Pleasanton Police Department homeless outreach session. <br /> Councilmember Testa reported attendance at the State of the City address, Supervisor Miley's Town <br /> Hall meeting, the Alameda County Mosquito Abatement District meeting, a Legislative Committee <br /> meeting, and the Police Department's homeless outreach session. <br /> Mayor Brown reported on the monthly Mayor's Report on TV30 and a meeting with the City of <br /> Livermore regarding the airport expansion issues. She reported attending the Alameda County Mayors' <br /> Conference and noted the upcoming Youth in Government Day. <br /> ADJOURNMENT <br /> Councilmember Arkin adjourned the meeting at 10:54 p.m. with a tribute to men and women serving in <br /> the military, honoring the memories of those who have died in defense of our country.
