Staff will continue to monitor these efforts and their outcomes; and will use the most recently <br /> published estimate as a "working" number through the initial phases of the Housing Element <br /> update. The final RHNA allocation will be issued in late 2021, providing sufficient time for the <br /> City to make any needed adjustments to the sites inventory or other components of the <br /> Housing Element. <br /> Table 3, below, summarizes the current estimated RHNA, in comparison to the 4th and 5th <br /> Cycle allocations. The public outreach <br /> process and framework is discussed in more detail further in the report. <br /> A proposed outline schedule is shown in Table 4 below and illustrated in Exhibit C. Initial steps <br /> in the process, beginning this month and proceeding through the fall include a review of <br /> existing housing conditions, policies and programs for inclusion in the housing element. Critical <br /> to the process will be the sites inventory, whereby sites to accommodate the City's RHNA <br /> allocation will be vetted and selected. This will incorporate two steps — first to develop criteria <br /> for selection, and then, based on those criteria, to develop a draft inventory of housing sites <br /> (including input from HCD) within 8-10 months of project initiation, that will be the basis of the <br /> required CEQA review beginning in late 2021. Following completion of the sites analysis, the <br /> public review draft of the housing element will be created, and taken through a review process <br /> that incorporates a required review by HCD, as well as input from City Commissions and the <br /> City Council. <br /> a It should be noted that the 5th Cycle reflected relatively low RHNA allocations overall, reflective of the timing of the RHNA <br /> cycle at the end of the economic recession. <br /> Housing Element Update Planning Commission <br /> 6 of 13 <br />
