He stated electrification was important, but it would be expensive to transfer <br /> existing homes and buildings. <br /> Commissioner Pace shared concerns expressed by Commissioner O'Connor and suggested a <br /> phased approach to electrification efforts focused on new construction. He agreed that new <br /> applications should incorporate water conservation elements. <br /> Commissioner Ritter agreed with Commissioners Pace and O'Connor. He stated he did not <br /> want to overregulate and did not want to for private property owners to make changes. He <br /> suggested providing incentives and positive language. He stated water conservation was a <br /> priority. He stated he did not want to regulate more than surrounding cities or State <br /> requirements. <br /> Chair Brown stated the all-electric plan was a high priority item but agreed with Commissioner <br /> Ritter about the need for backups and options if the power went out. He stated he would like to <br /> increase the emphasis on requiring solar on new construction. He discussed his experience <br /> with zero emission vehicles and charging at his home. He stated he wanted to ensure that <br /> permit fees were not exorbitant for residents. <br /> RECUSAL <br /> Commissioner Ritter recused from Item 6 and was placed in a virtual waiting room. <br /> 6. P20-1037, Richard Yee/Robson Homes, LLC (Barone's Site), 475 and 493 St. John <br /> Street—Work Session to discuss a proposal to retain the existing two-story, single-family <br /> home, demolish the accessory dwelling unit, existing restaurant, ancillary structures, and <br /> related improvements for the construction of: 1) 10 detached, two-story single-family homes <br /> and seven second-story accessory dwelling units above detached garages; or 2) nine <br /> detached, two-story single-family homes and five second-story accessory dwelling units <br /> above detached garages, a commercial building with parking lot, and related site <br /> improvements. <br /> Planning and Permit Center Manager Melinda Denis presented the specifics of the item in the <br /> Agenda Report. <br /> Commissioner Allen stated some members of the public thought the City or Planning <br /> Commission initiated the proposal and requested clarification. Ms. Denis explained the <br /> proposal was initiated by the applicant, Robson Homes. Commissioner Allen asked the level of <br /> discretion of the Planning Commission and City Council on the proposal. She stated her <br /> understanding was they had significant discretion on the Planned Unit Development (PUD), <br /> but that findings needed to be supported. She asked if the project was a "slam dunk or done <br /> deal." Ms. Clark confirmed the project requires a PUD, a legislative discretionary action which <br /> requires Planning Commission and City Council approval.
