THE CITY OF 15 <br /> ni 2:9 sis CITY COUNCIL AGENDA REPORT <br /> pLEASANTON. <br /> May 4, 2021 <br /> Finance <br /> Community Development <br /> TITLE: INTRODUCE AN ORDINANCE AMENDING TITLE 3 OF THE <br /> PLEASANTON MUNICIPAL CODE TO (1) ADD A NEW CHAPTER 3.44 <br /> ESTABLISHING A JOHNSON DRIVE ECONOMIC DEVELOPMENT <br /> ZONE (JDEDZ) TRANSPORTATION FEE, (2) ADOPT A RESOLUTION <br /> AMENDING THE MASTER FEE SCHEDULE TO SET THE FEE, AND (3) <br /> ALLOCATE GRANT FUNDS AND OTHER LOCAL FUNDS TO THE <br /> JDEDZ TRANSPORTATION PROJECT <br /> SUMMARY <br /> During the presentations of the Johnson Drive Economic Development Zone (JDEDZ) <br /> transportation projects financing plan in August and September of 2017, City Council <br /> directed staff to develop a methodology for a JDEDZ Transportation Fee that the City <br /> would assess on new development within the JDEDZ (excluding Costco) to recoup the <br /> transportation infrastructure costs borne by the City. City staff developed a JDEDZ <br /> Transportation Fee methodology for Council's consideration. <br /> On May 15, 2018, the City Council adopted the Johnson Drive Economic Development <br /> Zone Transportation Fee (JDEDZ Transportation Fee) (Ordinance No. 2178). The <br /> JDEDZ approvals and the JDEDZ Transportation Fee were rescinded on October 2, <br /> 2018 in order for the City to perform additional environmental review of the project <br /> (Ordinance No. 2184). The additional environmental review has been completed and <br /> on February 4, 2020 the City Council reapproved the JDEDZ. Staff is now <br /> recommending that the City Council also reapprove the JDEDZ Transportation Fee. <br /> In addition, staff is proposing to allocate a $5.2 million grant that the City will receive <br /> from the Alameda County Transportation Commission (ACTC) to help fund the JDEDZ <br /> transportation improvements project as well as allocate $1.8 million from the Dublin <br /> Freeway Reimbursement Reserve to fund the City's portion of the JDEDZ transportation <br /> improvements. <br /> RECOMMENDATIONS <br /> 1. Introduce an ordinance amending Title 3 of the Pleasanton Municipal Code to <br /> add a new Chapter 3.44 establishing a Johnson Drive Economic Development <br /> Zone Transportation Fee and adopt a resolution amending the Master Fee <br /> Schedule to set the Fee. <br /> 2. Allocate a $5.2 million ACTC grant and $1.8 million from the Dublin Freeway <br /> Reimbursement Reserve to help fund the JDEDZ transportation improvements. <br />
