The team triages <br />information received regarding homeless persons in the <br />community and refers them to the appropriate city staff <br />person or service provider. Recently, CityServe <br />convened a meeting with the Tri-Valley Police <br />Departments to discuss and collaborate on homeless <br />outreach. <br />Most recently the cities convened a Homeless Core <br />Team that meets monthly that includes City staff and <br />our non-profit agencies aims to share what each agency <br />is doing, what new trends they are seeing, identify gaps <br />in services, and problem solve together on identifying <br />and leveraging resources to meet identified needs. In <br />early 2020 the Police Department assigned two officers <br />to create a full time homeless outreach team. <br />Human Services Commission Priority #1 <br />X X X X X <br />Fairgrounds – Project Review (Hotel <br />and Amphitheatre) <br />Manage entitlement of Alameda County Fairgrounds hotel <br />development for a site at the west side of the Fairgrounds. <br />Also monitor plans for amphitheater expansion to ensure that <br />surrounding community needs are addressed and mitigated. <br />CDD No C <br />Delayed As of October 2019, the Alameda County Fair <br />Association Board of Directors (Fair Board) has selected <br />a preferred hotel developer, Tharaldson Hospitality, who <br />is developing initial plans for Fair Board and City review. <br />The current proposal is for a “dual-branded” hotel <br />containing approximately 200 guest rooms, intended to <br />cater for both business and leisure customers, on an <br />approximately 3 acre site adjacent to the commuter <br />parking lot along Valley Avenue. Applications for the <br />required Conditional Use Permit and Design Review <br />approvals were expected in early- to mid-2020, but are <br />on hold due to COVID-19. Staff held initial meetings with <br />the Fairgrounds and venue promoters on amphitheater <br />improvements, with the intent to develop an operating <br />agreement between the City, Fair Board, with all <br />permitting and environmental review processed through <br />the City. This process has also been on hold since <br />March 2020, due to COVID-19. <br />Design Old Vineyard Avenue Trail - <br />Phase I and III <br />Design Phases I and III of the Old Vineyard Avenue <br />Pedestrian Trail.
