CONSIDERATIONS FOR THE WORK SESSION <br />The following section provides potential discussion topics and analysis of key items related to <br />the project. This work session will allow the Planning Commission to provide direction to the <br />applicant and staff regarding any items it wishes to be addressed before the project application <br />is formally presented to the Planning Commission. <br />Discussion Points <br />1. Land Use: General Plan and Zoning <br />As stated previously, the project area of the site has a General Plan land use designation of <br />Rural Density Residential and zoning of PUD-RDR. Within this designation and zoning district <br />a church is a conditionally permitted use. Based on the zoning, and on the surrounding uses <br />and location, a church on the subject site would appear to be appropriate and consistent with <br />the General Plan if all Conditional Use Permit findings can be made. However, staff is <br />requesting the Planning Commission provide input on changing the subject site from a <br />residential development to a church and whether the Commission beloved that the proposed <br />project is compatible with the surrounding area and uses. <br />Discussion Point #1 <br />1. Is the site appropriate for a church development? <br />2. Site Plan <br />The proposed subdivision is located just south of Dublin Creek. The location of the adjacent <br />creek and creek setback has been used to determine a suitable area for the development, with <br />all buildings, structures and paved areas placed outside of the 20 -foot creek setback <br />established in the prior approval. The Traffic Division, Engineering Department, and Fire <br />Department have reviewed the proposed site access including turning radius within the site <br />and have found it acceptable. The main entry is centrally located and at a similar location as <br />the originally approved entry that allows for ingress/egress to the project from Dublin Canyon <br />Road, which has a speed limit of 45 miles per hour. <br />The secondary driveway access is located on the far west side of the site buffered by a 15 -foot <br />landscape strip directly adjacent to an existing single-family home. This driveway is to allow <br />better access and circulation for deliveries, garbage, as well as to accommodate emergency <br />vehicles. Staff has stated concerns with locating the proposed trash enclosure and delivery <br />area directly adjacent to the single-family home to the west and viewable from Dublin Canyon <br />Road and has requested the applicant relocate the proposed enclosure to the rear or east side <br />of the building and not viewable from the street. Staff would like Planning Commission's <br />comments regarding the proposed site plan, circulation design and trash enclosure/delivery <br />area design. <br />Discussion Point #2 <br />2.
