The EIR analysis will be structured to allow <br /> for "tiering" of subsequent projects developed on the various Housing Element sites, with <br /> a more streamlined level of CEQA review based on site-specific impacts and <br /> conformance with the program-level analysis at the time of site development. <br /> The scope of work incorporates analysis in each of the topical sections outlined in the <br /> CEQA guidelines. A significant component of the analysis will be evaluation of the traffic <br /> impacts of the project. Although recent changes to CEQA have modified the scope of <br /> analysis to focus on Vehicle Miles Travelled (VMT), versus intersection-specific traffic <br /> impacts (Level of Service or LOS), the consultant scope will incorporate LOS analysis in a <br /> separate "community concerns" evaluation, which will inform the Council's policy <br /> decisions in formulating and adopting the Housing Element. <br /> Public Outreach <br /> The scopes of work outlines key tasks and guidelines for the project, as well as public <br /> participation including City Council and Commission check-ins, stakeholder meetings, <br /> community meetings, and public hearings. Staff will work with LWC and FCS during the <br /> project kick-off phase to draft a complete Public Participation Plan (PPP). The draft PPP <br /> will then be presented to the City Council, Planning Commission, and Housing <br /> Commission as part of introductory meetings for the Housing Element process, with an <br /> opportunity to refine the proposed plan, and provide input on the key steps and decision <br /> points for which it will be most important to gain Council/Commission input. Active public <br /> participation and decision-maker input is essential to completing the Housing Element <br /> update and will help to ensure the process is on track and in alignment with the Council's <br /> policy goals and expectations. <br /> In addition to in-person (or virtual) meetings, the PPP will define proposed outreach <br /> methods, expected include a project website, email notifications, social media <br /> engagement, and opportunities for interactive involvement through on-line surveys and <br /> other tools; this will occur alongside more traditional methods of outreach such as press- <br /> releases, print media, and other publicity. <br /> Schedule <br /> Staff has identified a target of 18-20 months for completion of the project, including <br /> adoption and certification of the Housing Element and EIR by January 2023. The <br /> proposed schedule includes identification of preliminary site selection criteria within 6 <br /> months and a draft of housing inventory sites (including input from HCD) within 8-10 <br /> months of project initiation, so that CEQA analysis can begin. Project initiation is expected <br /> immediately after contract approval with initial kick-off meetings to start in April and May. <br /> A preliminary project schedule is outlined below. <br /> Page 7 of 8 <br />
