DISCUSSION <br /> In response to the direction provided by City Council, staff advertised a Request for <br /> Qualifications (RFQ) for the public outreach and conceptual design phase of the <br /> proposed skatepark project. The RFQ was advertised on December 9, 2020. Ten <br /> design firms submitted a Statement of Qualifications (SOQ) prior to the January 13, <br /> 2021, submittal deadline. City staff reviewed the SOQ and invited the top four firms for <br /> interviews for the second week of February. A panel with representatives from the <br /> Library and Recreation, Operations Services, and Engineering Departments conducted <br /> the interviews. The interviewed firms were: <br /> 1. RRM Design Group <br /> 2. New Line Skateparks, Inc. <br /> 3. Verde Design, Inc. <br /> 4.
