THE CITY OF 13B <br /> CITY COUNCIL AGENDA REPORT <br /> pLEASANTON. <br /> March 2, 2021 <br /> City Manager <br /> TITLE: CONSIDER ADOPTING A RESOLUTION EXPRESSING THE CITY'S <br /> POSITION AS IT RELATES TO HOUSING AND PROTECTING LOCAL <br /> CONTROL <br /> SUMMARY <br /> The State of California delegates most local land use and development decisions to <br /> cities and counties. Planning and decisions usually require local political approval, and <br /> reflect the desire and interests of the community. Local and state laws define the <br /> process for making planning decisions (Government Code Section 65000-66037). In <br /> recent years, in an effort to address the State's housing crisis, the State legislature has <br /> presented a variety of housing bill packages that erode local decision-making authority <br /> in an effort to increase housing production. <br /> The City of Pleasanton has an adopted Legislative Framework that outlines the City's <br /> position on Housing and Local Control. <br /> RECOMMENDATION <br /> The City Council Legislative Subcommittee (Testa/Narum) and city staff recommend <br /> that the City Council consider adopting a resolution expressing the City's position as it <br /> relates to housing and protecting local control. <br /> FINANCIAL STATEMENT <br /> There is no fiscal impact. <br />
